민주화 이후 핵심행정부의 의사결정: 조선총독부 건물 철거 사례 분석

Abstract

조선총독부 건물은 일제 식민통치의 증거이자 한국 현대사 주요 사건의 현장이라는 다중적 정체성을 지닌 건축물이다. 본 연구에서는 핵심행정부 의사결정의 구도와 특징을 추출하고, 그 과정에 적용된 원리를 발견하려는 목적하에 조선총독부 건물 철거 정책의 전개과정을 분석하였다. 이에 철거 결정에 관여한 주요 정책행위자들과 심층면담을 실시하였고, 정치사회적 상황과 시대적 조건이 반영된 분석틀에 따라 의사결정 과정을 분석하였다. 분석 결과, 조선총독부 철거는 대통령의 결단에 의해 정책의제로 발전하였고, 주무부처의 상징화 작업을 통해 통합의 전략이 구현되었으며, 실무기관의 집행의 기술 발휘로 이어졌다. 정책행위자들은 대통령과 나와의 관계 프레임 속에서 정책과정을 해석하고, 각자 정책결정 시점을 다르게 정의하며, 시민사회의 영향력에 대해 상이하게 인식하지만 문민(文民) 가치를 공유하는 가운데 각자의 역할을 수행함으로써 핵심행정부 내에서 충실한 분업이 이루어졌다. 조선총독부 건물 철거 결정은 과거 권위주의와의 단절을 표방하며 문민시대에 조응하고자 한 거시적이며 개혁적인 시도로서 이 사례를 통해 핵심행정부 의사결정은 정책에 의미 있는 영향력을 행사하는 행위자들이 규범적으로 결합해 정부의지를 구현하려는 전략설계이자 정책 정당화를 위한 논리개발이라고 정의할 수 있다.

The Capitol Building in the Japanese Colonial Era is equipped with multi-sided meaning, including evidence of colonial rule by the Japanese Empire and the product of the main events of Korean modern history. The purpose of this study is to analyze the structure and characteristics of the core executives decision making after democratization, and extract the principle in that process. In-depth interviews with the policy actors were conducted and the process of decision making analyzed according to an analytic frame reflecting socio-political conditions and the needs of the times. According to the results, demolishing this building was developed as a policy agenda by the presidents decision, embodied the strategy of integration through symbolism, and led to the display of implementation skill. Policy actors define the decision points differently, interpret the policy process within the frame of relationship between the president and me,and perceive the influence of civil society differently according to distance from the president. However, they played their own roles while sharing the timely norms of civilian,an ultimate orientation of national policy, and tasks were divided faithfully within the core executive. Consequently, the case of demolishing the building was a macroscopic trial for reform in claiming advocacy of discontinuing authoritarianism of the past and conforming with the civilian era. The decision making of the core executive is also for normative unity among influential policy actors not only to design strategy, but also to develop the logic of policy justification for achieving the governments will.
