글로벌 분배적 정의의 관점에서 본 해외원조의 윤리적 토대

Abstract

해외원조 의무는 누구에게 부과되는 어떤 종류의 의무이며, 해외원조는 어느 영역까지 확대되어야 하는가? 본 연구는 해외원조 의무의 성격을 개인 윤리의 차원에서가 아닌 국가적 윤리와 글로벌 정의의 관점에서 검토하는 것을 목적으로 한다. 2절에서는 포게의 논의를 중심으로 해외원조가 글로벌 정의, 특히 글로벌 분배적 정의의 관점에서 어떤 종류의 의무로 규정될 수 있는가를 검토하였다. 3절은 최소주의를 대표하는 네이글과 밀러의 논의를 중심으로 제한적 범위에서 국가의 해외원조 의무를 규정하는 입장을 검토하였고, 이를 통해 해외원조 의무의 성격을 세분화하였다. 4절은 평등주의를 대표하는 베이츠와 캐이니의 논의를 중심으로 해외원조가 적용될 수 있는 범위를 검토하였다. 마지막으로 본 연구는 적어도 실천의 영역에서 우리는 최소주의와 평등주의를 양자택일의 논리로 받아들일 필요는 없으며, 양자의 논변을 적절히 조합할 필요가 있음을 지적하였다.

The paper aims at establishing ethical basis of the foreign aids from the perspective of global justice instead of from the perspective of individual ethics. In particular, the paper examines the nature and the extent of the duty concerning the foreign aids: What kind of duty is enjoined on states and to which extent is the duty applied? The paper shows that the minimalist position helps articulate the nature of the duty, whereas the egalitarianism helps articulate the potential domains of foreign aids. The paper shows that the minimalism is useful for articulating the nature of the duty of foreign aids, whereas egalitarianism is useful for articulating the extendable domains of foreign aids.
