중국의 군사안보 — 시진핑 시기 중국군 개혁의 평가와 함의

Abstract

최근 중국의 군사굴기에도 불구하고, 중국군은 새로운 안보·군사 환경의 변화에 직면하여 비효율적인 지휘체계, 작전 능력상의 문제점과 더불어 부정부패를 해결해야 할 필요성을 안고 있었다. 시진핑 주석은 이러한 문제들을 해결하고, 강력한 군대를 건설하기 위하여 대규모의 국방 및 군대 개혁을 추진하고 있다. 중앙군사위원회의 상부 지휘구조를 조정하고, 군구를 전구로 개편하였으며, 육군지휘기구, 로켓군 및 전략지원부대를 신설하는 동시에, 대규모 감군도 추진하고 있다. 이번 개혁은 여러 과제에도 불구하고 비교적 성공적으로 이루어지고 있는 것으로 보이며, 중국군은 군사력 현대화를 통해 향후 아태지역에 대한 군사적 영향력을 확대할 수 있을 것이다. 이는 미중관계 및 동아시아 안보 환경, 나아가 한반도 유사시 중국군의 개입에도 커다란 영향을 미칠 것으로 전망된다.

Despite Chinas military rise, as PLA faced new security & military changes, it recognized the need of resolving the ineffective command system, the problem of operational capability and corruption. In order to solve these problems and build a strong army, CMC chairman Xi-Jinping has promoted large-scale defense and military reforms. CMC was revamped, five new theater commands were established, new service headquarters were created, and reduction of PLA personnel has been promoted. Despite many challenges, these reforms seem to be relatively successful, PLA will expand its military influence over the Asia-Pacific region through military modernization, and this will have a major impact on U.S.-Sino relations, the East Asian security environment, and even PLAs intervention in case of contingency in the Korean Peninsula.
