기계장비 수입의 기술전파효과와 인적자본의 역할

Abstract

본 연구에서는 기계장비 수입이 기술파급을 일으키는지 알아보고, 수입국의 인적자본수준에 따라 파급효과의 크기가 달라지는지를 중점적으로 분석하고 있다. 이를 위해 Nelson-Phelps모형에 기초하여 총요소생산성과 그 증가율을 종속변수로 하는 회귀식을 구성하였고, Feenstra, Robert C.의 WTF (1962~2000, SITC 7)와 WTO의 자료(2001~2009)를 혼합하여 1인당 기계장비 수입액 자료를 생성하였다. Cobb-Douglas 생산함수를 가정하여 산출된 총요소생산성(TFP)의 자료들을 이용하여 OLS 및 System GMM분석을 실시하였다. 분석결과, 기계장비 수입으로 인한 기술전파효과가 실제로 존재하였고, 인적자본수준이 높은 국가에서는 그 효과가 더 큰 것으로 나타났다. 자본투자의 일종인 기계장비수입을 통한 자본형성과정에서 기술진보가 이루어진다는 결론은 내생적 성장이론을 지지해준다. 기계장비의 수입은 지속적인 성장을 가능하게 하는 수단이 되며, 인적자본은 이를 촉진시키는 동력이 될 수 있다는 점에 그 의미가 있다.

In this study, we have examined whether or not the imports of machinery cause the spread of technology and whether or not the size of the effect varies depending on human capital level of the importing country. To see this, we derived the empirical specifications based on the Nelson-Phelps model and generated the data of imported machinery per capita using Feenstra's WTF (1962 ~ 2000, SITC 7) and WTO data (2001-2009). We calculated TFP (Total Factor Productivity) under the assumption of standard Cobb-Douglas production function. With these data, we estimated the specifications using OLS and System GMM method. The main result is that the technology diffusion effect caused by imports of machinery actually exists. We also found that the size of effect in the countries with high level human capital is larger than that in the countries with low level human capital. Imports of machinery, a kind of capital investment, bring the technological advances in the process of capital formation. Therefore, our results are the evidence supporting endogenous growth theory and have significance in the fact that imports of machinery can be regarded as a means of sustainable growth and human capital acts as a facilitator in the process.
