dc.description.abstractThis thesis is about the Ecuadorian need for a long-term and accurate science and technology (S&T) policy. It is important to improve Ecuadorian‟s productivity and in this sense contribute with economic suitable growth. Korea‟s successful model of S&T is described and is adapted to the Ecuadorian reality. Five key elements of the S&T policy are mentioned but for the case of Ecuador, S&T management system, infrastructure and technology transfer are the most relevant elements. In Korea, the first part of its S&T system was the implementation of a management system to coordinate all the S&T activities, create policies and integrate all country‟s efforts in one national innovation system (NIS). Ecuador although has relative good S&T infrastructure needs to create more R&D facilities specially related with technology and Scientific parks. Technology transfer is necessary in the sense that country can acquire technology to enhance productivity. There are many alternatives for technology transfer related with the private sector with the assistance of the public sector. S&T policy is a basic need for any country, and in order to be effective it must be implemented and use by both public and private sectors, together with an accurate industrial policy towards development and overall country‟s innovation. S&T policies should involve all sectors. Those with higher RCA and new industries should take more attention mainly because the country‟s own capabilities so new knowledge will be easier to catch up.-
