근대 사회사업 개념과 담론에 관한 연구 : A Study on the Concept and Discourse of Social Work in Modern Korea: Focusing on its 1920-1940 Period

Abstract
본 연구는 일제시대 "사회사업개념(concept)과 담론(discourse)의 변화를 중심으로 이 시기 사회복지의 도입과 그 특성을 사적(historical)으로 밝히고자 하였다.
근대 사회가 형성되면서 동시에 근대적 개념과 담론이 형성되었고, 이를 통해 사람들의 인식과 삶은 새롭게 재구성된다. 이 과정은 사회적 실천과 함께 지식을 형성하는 방식이며 그 지식에 내재해 있는 권력관계와 주체성이 내포된 과정이다. 개념형성과 담론 구성이 식민지화와 함께 이루어진 한국은 식민지 특성으로 인한 요소와 근대성 형성이 뒤섞인 고유한 역사적 특성을 보여주고 있다.
본 연구의 출발에서 다음과 같은 연구문제들에서 설정하였다. 첫째, 1920년대 근대화 과정에서 수용된 사회사업 개념은 어떠했는가? 특히 해방 이후 정착되는 미국형 사회사업(Social Work)에 대비했을 때 어떠한 점에서 달랐으며, 어떤 과정을 통해 변화하였는가? 둘째, 이 시기에 사회사업의 언술은 어떠한 표의를 지니고 있었는가? 식민 통치하에서 사회사업은 한국인들에게 어떠한 의미를 지녔으며, 이에 대한 담론은 어떻게 형성되고 변화하였는가? 셋째, 일제 식민지 통치 속에서 조선총독부를 정점으로 한 식민지배 권력은 사회사업을 어떻게 사용하였는가? 이들의 사회사업 개념이 식민 통치와는 어떤 관련을 가졌으며, 사회사업을 적극적으로 받아들인 한국인들의 담론은 무엇이었는가?
이러한 연구문제들을 해결하기 위해 동아일보를 중심으로 1920년대에서 1930년대 말까지의 근대 신문과 잡지 등의 기사를 수집·분석한 결과 다음과 같은 결과를 얻었다.
이 시기 사회사업 개념의 첫 번째 특성은 포괄적 사회적 활동, 사회적인 것으로서 사회사업을 호명하였다는 점에 있다. 근대화된 사회 인식의 확대는 사회를 위한사업, 곧 사회사업이라는 이름의 활동을 불러일으켰다. 사회사업이라는 개념은 폭넓게 다수를 위한 사업 또는 사회 일반에 이익을 줄만한 사업 등을 통칭하는 경우가 종종 나타난다. 특히 근대에 대해 개방적이었던 청년 활동, 신여성의 사회참여 등은 사회사업이 확산되는데 중요한 역할을 수행하였다. 이러한 사회사업 개념은 계급간 갈등과 사회문제를 관 주도로 완화하고자 하는 일본의 사회사업 개념과도 차이가 나며, 전문적 실천을 강조하는 미국식 사회사업 개념과도 크게 차이가 난다.
그러나 결국 1930년대 후반으로 갈수록 조선총독부 주도의 사회사업 개념이 강해지고 근대 사회에 대한 헌신으로서의 의미는 퇴색되게 된다. 일제는 국민국가 수립과 제국주의화 이후 제국의 이해에 따라 통제하고 규율하는 형태의 사회사업 개념을 형성해갔다. 그렇기 때문에 일본의 제국적 통치가 확전을 통해 강화될수록 1920년대의 사회사업 개념은 점차 희박해지고, 행정적 관리의 측면이 강화되면서 강습회와 담당관 회의 등을 통해 사회질서 유지와 내선융화를 위한 동원과 배제를 위한 개념이 더 뚜렷이 드러나게 된다. 일제는 사회사업 정책이라는 개념을 혼용하면서 적극적으로 사회사업을 관리하려고 하였다. 산업화와 도시화에 따른 문제들, 노동계급의 형성과 도시 빈민의 증가 등의 사회상황에서 사회입법 요구, 사회보험 등의 현대적 사회정책 요구가 존재하고 있었지만 조선총독부는 그러한 사회정책적 활동은 거부하고 사회사업을 활용한 사회문제 해결을 주요한 방법으로 선택하였다. 조선총독부의 직접 사업보다는 반민반관의 형태나 민간의 자원을 활용하고 민간을 동원한 통치 구조를 통해 이루어졌다.
일제 시기 자선활동과 민간사회사업 활동으로 나타나는 사회사업은 한편으로는 조선 민중들의 생활을 개선하고 지원해주는 형태였지만 그 이면에서 자본주의 경제의 성장과정에 적절하게 편승하여 부와 명예를 새로운 지배권력이 확보되는 과정인 동시에 근대적 규율권력이 형성되는 과정이었다.
사회에서 형성된 새로운 지배층에게 사회는 자신의 소임을 다하기를 요구하였고, 조선총독부는 국가 재정을 소모시키지 않으면서 사회의 안정을 가져오는 방안으로 자산자들의 물적 협력을 요청하였는데, 일정 재산을 가지고 있던 조선인 엘리트들은 조선총독부를 정점으로 한 일본 통지 지배체제에 대한 협력 또는 순응으로서, 그리고 민족 구성원들에 대한 최소한의 책임으로 사회사업에 필요한 재산을 내어 놓았다.
또, 농촌의 생활개선이나 절제운동, 감화원 등에서 알 수 있듯이 근대적 생활이라는 방식이 사회사업의 이름으로 전개되었으며, 이를 통해 식민지 조선 민중들을 교화하고 근대화함으로써 일제의 식민지배는 공고화되고 내적 헤게모니를 확보할 수 있었다. 이러한 민간의 활동은 내지인 뿐 아니라 한국인들의 참여와 협력을 통해 이루어진 과정이었다.
이 시기 형성된 관 주도하의 사회사업 개념은 해방 이후 미국식 사회사업 교육을 통해 새로운 표의가 확산되면서 이론적으로는 점차 약화되게 된다. 하지만, 민간 활동에 대한 관의 적극적 통제, 재정적 측면에서 관에 대한 의존 등 미국 사회사업기관들과는 다른 특성들이 이후에도 나타나는 것은 이 시기 형성된 사회사업 개념이 끼친 영향이라고 볼 수 있다.
This study is to analyze how Korea introduced modern social welfare system during the Japanese occupation between 1920s and 1930s and its characteristics during the period in historical perspective by focusing on changing concept of and discourse on "sa-hoi-sa-up(사회사업: Social work)".
Formation of a modern society in Korea has coincidently prompted that of modern concept and discourse, which also led to reformation of general people's lives and their mind-set. In other words, during the process, a set of new knowledge was beginning to take its shape with emergence of related social practice. The new knowledge also implicates its related emerging subjects and entailing power relation herein. Korea underwent formation of concept of and discourse on sa-hoi-sa-up and its colonization at the same time, which menas its intrinsic, historical characteristics combining its experience of peculiar colonization and modernization.
This study sets following key questions. First, what is the concept of sa-hoi-sa-up formed during the modernization in the 1920s? Especially, in what respect was it different from the concept of 'social work' introduced from U.S. after the colony's liberation in 1945? What change had the concept of sa-hoi-sa-up undergone in the meanwhile? Second, what did descriptions on sa-hoi-sa-up during the period represent? During the colonial period, what did sa-hoi-sa-up mean to Koreans? How had its discourse been formed and been changed? Third, how did the Japanese colonial government utilize sa-hoi-sa-up? How was it related to its ruling over the colony and on what discourse did Koreans actively accept sa-hoi-sa-up?

To answer the questions, this study has reviewed and analyzed newspapers and magazines, mainly DongA Ilbo, one of Korea's oldest daily, published in the 1920s and 1930s. Following are the results.
The first characteristic of the concept of sa-hoi-sa-up is that it signified comprehensive social practices during the colonial era. The modernization necessitated a new set of practices for the society, in other words, sa-hoi-sa-up. The concept of sa-hoi-sa-up often referred to very in general terms practices or activities just for the public or for the society. Especially, social trends, which favored the modernization, such as youth movements or women's participation, served significant roles in terms of sa-hoi-sa-up. This new concept in Korea is different from that of Japan which focused on the government's leading role in alleviating antagonism between classes or other social problems. It also differs American concept focusing on professional practices.
However, the concept of sa-hoi-sa-up had changed in particular in the late 1930s with the concept of Japanese colonial government having stronger influence over the society while that of social trends in general public diminishing. The colonial power reinforced its own concept of sa-hoi-sa-up by regulating and controlling related social practices. It undermined the other concept of sa-hoi-sa-up in the 1920s. Consequently, The concept of sa-hoi-sa-up gradually began to implicate the administrative management over the colony and also mobilization of general public and exclusion of certain groups in the Korean society for the purpose of keeping social order and completing colonization on the peninsula.
Japanese power attempted to control sa-hoi-sa-up in Korea in a respect by mingling concepts of sa-hoi-sa-up and social policy. During the era, there were needs for social policies such as social insurances with challenge of new social problems such as formation of working class and the growing number of the poor in urban areas. However, Japanese colonial government overlooked solutions of social policies and instead adopted sa-hoi-sa-up to fend off the social problems. The government mainly utilized private sources rather than public sources for sa-hoi-sa-up.
During the occupation, sa-hoi-sa-up, witnessed in charity activities and private social practices, are designed to support or enhance lives of the public in Korea, but in other respect, it also propelled formation of new elite group, who took advantage of the emerging capitalism in the colony, and also formation of modern disciplinary power.
'The society' required the new Korean elite to do their duty. Japanese colonial government demanded they donate some of their wealth in an attempt to save its budget at the same time to stabilize the colony. The elite donated part of their wealth to cooperate or accept the colonial rule or to do their minimal duty as compatriots.
Movements to introduce modern life including 'The Life Improvement Project', 'The Temperance Movement', 'Reformatory' were also conducted in the name of sa-hoi-sa-up. The programs, designed to enlighten and modernize the Korean grass roots also consolidated the colonial power and secured hegemony for the foreign forces. It is also conceivable that the activities also brought participation and cooperation from Korean people as well.

The concept of sa-hoi-sa-up, formed during the occupation and led by the colonial power, lost much of its ground with the introduction of American concept after the nation's liberation. However, the influence lasts long and some characteristics, certainly different from American model, are still observed in Korean social welfare including the government's active control over social practice in private sector and its active financial assistance for other welfare sectors.
