공공성과 수익성을 고려한 유료도로의 요금부과전략

Abstract

유료도로의 건설에서 통행료 수입은 공공재인 도로건설의 전통적 목적인 사회적 편익과 더불어 사업의 시행여부를 결정하는 중요한 요인이다. 본 연구에서는 시간대별 요금수준을 달리하는 차등요금제도의 도입으로 현재의 균일요금체계 대비 사회적 편익과 수입, 편익발생의 공간적 형평성을 동시에 개선할 수 있는 요금부과전략을 제시하였다. 이를 위해 다중목적최적화(multi-objective optimization) 기법을 적용하였으며, 연산해법으로는 유전자 알고리즘(genetic algorithm)을 적용하였다. 연계가 가능한 두 개의 유료도로가 존재하는 경우, 독립운영과 통합운영 제도하에서의 분석을 통해 그 결과를 논의하였다. 통행요금상한이나 B/C, 최소수익율에 대한 제약이 있는 경우 선택할 수 있는 요금전략의 범위를 살펴보고 최적요금전략 선정방안을 제시하였다. 실제 서울시에 제안된 은평새길과 평창터널 두 유료도로 사업에 대한 사례분석을 수행한 결과, 차등요금제 도입시 최대수입은 각각 29.5%, 16.9% 증가, 사회적 편익은 4.5%, 21.8%가 증가하였다. 또한, 연계운영시 독립운영 대비 수입과 편익 양측면에서 증가하는 것으로 분석되었다. 본 연구에서 제시한 요금부과전략은 최근 수입부족과 관련되어 사회적 문제가 되고 있는 민자도로의 운영에 적용할 경우 편익의 감소없이 수입을 증대시킬 수 있을 것으로 기대된다. 본 연구는 다중목적과 시간대별 요금수준설계 문제를 결합한 학술적인 의미과 함께 정책적용의 가능성 측면에서도 의미를 가질 것으로 기대된다.

In the planning of toll road, effective road pricing strategy is a dominant factor for balancing the social benefit and the operators revenue. Time-variable road pricing strategy is proposed to improves not only the social benefit and the revenue, but the spatial equity of induced benefit. A genetic algorithm is applied to solve the multi-objective optimization problem and the result is compared to the flat tolling strategy. In the case that two roads can be operated under combined toll system, Both social benefit and operators revenue are compared in separate and combined operation cases. The ranges of tolling strategy under the some constraint like a toll cap, benefit cost ratio, minimum acceptance of rate of return is investigated and the method of choosing optimal strategy is proposed. A case study for two toll roads actually planned in Seoul Metropolitan Area shows that the revenue and benefit increase at the same time under the time-variable road pricing strategy and the integrating operation. Pricing strategy in this study could be expected to achieve a marked effect especially in the private road.
