고쿠민신문(国民新聞)에 나타난 3.1운동

Abstract

3.1운동은 오랫동안 조선에 무관심했던 일본 언론계의 관심을 일거에 환기한 사건이었다. 당시 대부 분의 신문들은 정부와 군부의 발표를 그대로 보도하거나 동일한 취지의 사설을 게재하는 등 사태의 추이에 끌려갔고, 조선의 현실을 충분하게 전달하기보다는 자극적인 표제를 단 기사들이 지면을 장식 했다. 본고는 기존 연구에서 관심을 가지지 않았던 매체적 특성에 주목하고, 고쿠민신문에 게재된 3.1 운동 관련 기사를 검토하여 3.1운동 당시 고쿠민신문이라는 특정한 매체가 어떠한 조선 이미지를 형 성했는지를 확인하고자 하였다. 특히 고쿠민신문이 친정부적 언론기관이었다는 사실에 대해서는 지적된 바 있는데, 이러한 점이 3.1운동 보도에 있어 구체적으로 어떠한 형태로 드러났는지를 살펴보는 것은 신문의 특징과 정체성을 이해함에서도 유효한 시사를 준다고 할 수 있다. 이상을 통해 고쿠민신 문이 3.1운동 발발 당시 이 운동의 의미를 정확하게 파악하고 있었고, 운동이 격화되자 정부의 식민통 치방침에 문제를 제기하고 정책의 재검토를 요구한 다른 신문들과 달리 제국 일본의 위기를 환기하 는 한편, 식민지 조선의 운영에 있어 조선인 조력자들을 주목하고, 동화주의 정책을 강조하는 등의 방침을 일관되게 보였음을 확인할 수 있었다.

The March First Movement was an event that aroused the attention of the Japanese media community, which had been indifferent to Chosun for a long time. Most of the newspapers at that time were dragged into the situation by reporting the announcements of the government and the military, or posting editorials of the same purpose. Instead of conveying the reality of Chosun enough, the articles of exciting titles decorated the pages. This article focuses on the media characteristics that were not of interest in previous studies and examines the articles related to the March First Movement published in the Kokumin Shinbun to see image of Chosun the newspaper had formed. In particular, it was pointed out that the Kokumin Shinbun was a pro-government media organization, and looking at its report on the March First Movement gives a hint at understanding the characteristics and identity of the newspaper. Based on the above, it was found that the Kokumin Shinbun accurately grasped the meaning of the March First Movement, and when the movement intensified, unlike other newspapers that raised an issue over the governments colonial rule and demanded a review of the policy, it highlighted the crisis of Imperial Japan. In addition, it remained consistent with policies such as paying attention to Chosun assistants in the operation of colonial Chosun and emphasizing assimilationism.
