Abstract
The 5th Intergovernmental Panel on Climate Change (IPCC) report published in 2014 has attracted attention to adaptive forecasting and preparedness for extreme weather events due to climate change. Soil disasters which seriously increase the risk in terms of rainfall, known as an external factor causing an actual occurrence, is becoming larger due to climate change. This suggests that in order to prevent the occurrence of a sudden large-scale earthquake, it is necessary to forecast the damage appropriately and prepare adaptive measures in advance.
In this study, the rainfall which is increasing according to the exponentially changing climate behavior was considered as the main cause of the soil-disaster. The purpose of this study is to investigate the pattern of soil metamorphosis according to the climate change and to propose the layout design of resilient disaster prevention technology in recovery considering the effect of the mountainous soil runoff on the living areas.
The spatial scope of the study is 'Namhyeon-dong, Gwanak-gu, Seoul, Korea', where is located between the Gwanak Mountain and the Woomyun mountain. The area is lowland due to the high surrounding mountains. The analysis was carried out by suggesting a master plan design using the rational formula, which is advanced in the soil runoff, employing the annual rainfall amount and land use.
The rainfall data used in the analysis was obtained from observations at the Namhyeon - dong Observatory adjacent to the site. There's no database of the Namhyeon-dong, the sediment outflow coefficients were derived from the average measurements of the last three years of Busan City and Sejong City where have a similar situation to the site. The standard for climate change was calculated based on 10-year forecasts in the period from 2021 to 2100. It was assumed that the disaster should be changed at the present level without any adaptation which is the RCP 8.5 level proposed by the IPCC. Accordingly, the disaster prevention technology was developed for each catchment with respect to the volume of soil. The catchment was analyzed with the Arc Hydro as an ArcGIS plug-in.
As a result, a total of 22 catchments including eighteen catchments located in Namhyeon-dong and four catchments overlapped with Bangbae - dong, Seocho-gu was analyzed. The analyzed catchments were divided into upper, middle, lower part including living part according to mountain elevation and slope aspect. Moreover, they divided into eight upper part, four middle parts, and five lower parts. As a result of examining the total runoff from individual catchments using the RCP 8.5 climate change route based on the Namhyeon-dong, Gwanak-gu, Seoul Metropolitan Government Climate Change Center, the soil runoff continuously increased from 2021 to 2100. It is predicted that the highest runoff of 1,475.1 from the entire catchment will be seen from the year 2060. Besides, the relatively greatest outflow will be observed in the upper area since the upper part of the mountain area has the same geographical feature and the outflow ratio is larger than other uses.
Having the design aims, which were set based on the extreme value of the disaster, the technology layout was proposed in a detailed master plan considering the soil-run off of each catchment. In the upper part of the mountain area, the need for a protective facility such as an erosion control dam is felt due to a large amount of soil run-off. The middle part requires technology that can reduce the velocity of the soil-flow. In the lower part of the mountain area, to preserve aesthetic values for the living zone nearby, afforestation is suggested. If the proposal is applied, it can prevent the disaster at the period of 2051 ~ 2060, which is predicted to be the highest risk of the soil disaster up to 2100.
The most significant implications of the current study are; 1) the possibility of forecasting a disaster widely in the catchment area not only in the mountainous region but also in the vicinity to the living area, 2) the prediction of the amount of soil disaster which may occur in terms of the climate change for the objective point of a long period, and 3) the design guideline of the disaster prevention technology can be practically and visually implemented and presented by considering the predicted amount of soil-runoff.
The meaningful outcome and novelty of this study are analyzing and quantifying the damage caused by the soil-disaster in terms of adaptation to the urban design level through the engineering methodology. However, since this study combined urban design and civil engineering field, a detailed design of the soil erosion methodology was not quantified and the know-how for comprehensive applications of the research methodology was not designed. Future studies are required applying the advanced soil-runoff prediction techniques and detailed evidence-based disaster urban design considering various climate change scenarios.
2014년 기후 변화에 관한 정부간 패널(Intergovernmental Panel on Climate Change; IPCC)의 5차 보고서 출간 이후 기후변화로 인한 극한기후현상의 경각심과 함께 적응 차원의 재난 예측 및 대비에 대한 관심이 고취되었다. 토사 재해는 실질적 발생의 원인이 되는 외적 요인인 강우의 형태가 기후변화로 인해 대규모화되면서 위험이 심각하게 증대되고 있다. 이는 갑작스러운 대규모 토사 재해의 발생을 막기 위해서는 그 피해를 적절히 예측하고 미리 적응하는 방안들을 준비해야 함을 시사했다.
이에 본 연구에서는 토사 재해의 주된 발생을 기하 급수적으로 변화하는 기후변화 행태에 따라 증가되는 강우에 주요 원인을 두고 분석하였다. 연구의 목적은 기후변화 단계에 따라 변화하는 토사의 양상을 살펴보고, 이에 따라 산지 토사유출이 생활권에 미치는 영향을 고려하여 회복에 탄력적인 토사재해 방재기술의 배치 설계를 제안하는 것이다.
연구의 공간적 대상지는 서울시 내 관악산과 우면산 자락 사이에 위치한 서울특별시 관악구 남현동 일대로, 이 지역은 생활권의 지대가 낮고 주변의 산들이 높아 토사 재해 피해 위험이 높아 재해 노출도가 높은 곳이다. 분석은 연도별 강우량과 토지이용을 고려한 토사유출량을 고도화한 합리식을 통해 구하고, 이를 배치하여 설계를 제안하는 방법으로 진행하였다.
분석에 사용된 강우 값은 대상지에서 가정 인접한 남현동관측소에서 기록된 관측 일우량 데이터를 사용하였다. 토사의 값은 대상지의 계측값을 사용하여 추정해야 하나 측정값이 없어 비슷한 여건을 가진 부산시와 세종시의 최근 3년간 평균 측정데이터 결과값에서 토사유출계수를 도출하여 대상지 내 강우실측자료에 적용하였다. 기후변화의 기준은 IPCC에서 제시하고 있는 RCP 8.5 수준인 현재 수준에서 저감없이 재난이 변화가 진행될 경우로 가정하고 2021년부터 2100년까지 10년단위의 시기별 예측값을 산출하였다. 이를 바탕으로 설정된 저사량으로 각 유역(Catchment)별 토사 재해 방어기술을 배치하였다. 유역은 ArcGIS 프로그램의 플러그인 Arc Hydro로 분석하여 규모를 산정하였다.
분석 결과 남현동의 유역은 총 22개소로 분석되었다. 남현동 내에 위치한 18개의 유역과 서초구 방배동과 중첩되어 나타난 4개의 유역으로 구분할 수 있었다. 분석된 유역을 산지 표고와 경사향에 따라 상, 중, 하부와 생활권으로 구분하여 상부 8개소, 중부 4개소, 하부 5개소로 구분할 수 있었다. 개별 유역에서 발생할 수 있는 총 유출량을 서울시 기후변화센터 관악구 남현동 기준의 기후변화 경로 RCP 8.5를 적용하여 살펴본 결과, 2021년부터 2100년까지 토사유출량(m^3/day)은 지속적인 증가추세를 보이며 2051년에서 2060년구간에 전체 유역으로부터 1,808.8 (m^3/day) 의 가장 높은 유출량을 보일 것으로 예측되었다. 산지 상중하로 나누어 살펴보았을 때 상류에서 가장 큰 유출량을 보일 것으로 예측되었고, 중류에서 하류로 갈수록 유출량의 분포가 더 적게 나타났다. 이는 산지 상부 가 동일한 지형적 특징을 지니고 있는 면적이 크고 유출비가 다른 용도에 비해 크기 때문에 이와 같이 나타난 것으로 보였다.
각 유역의 유출 특성을 고려하여 재난의 극값을 기준으로 하여 설계 저사 목표량을 설정하고 세부 마스터플랜에서 기술 배치를 제안하였다. 많은 양의 토사가 유출될 것으로 예측된 산지 상부에는 사방댐과 같은 대규모 저사 시설을 중심으로 배치하고, 산지 중부는 토사의 이동특성을 고려하여 침사지와 같이 토사의 유속을 감소시킬 수 있는 기술을 중심으로 배치하고, 산지 하부의 경우 생활권이 인접해 있기 때문에 위해가 될 수 있는 기술은 피하되 미적인 함양과 동시에 저류 및 저사 기능을 수행할 수 있는 녹화 시공과 자연침사지를 배치하도록 제안하였다. 최종적으로 해당 제안을 적용한다면 2100년까지 발생할 수 있는 토사 재해의 위험 중에서 가장 높은 위험이 있을 것으로 예측된 2051~2060년 시점의 재해를 예방할 수 있는 효과를 보였다.
연구를 통해 얻은 시사점은 다음과 같다. 첫째, 유역의 범위 설정에 있어서 산지 뿐 아니라 생활권 인접 유역에 대해 폭넓게 재난을 예측할 수 있었다. 둘째, 기후변화 관점에서 발생할 수 있는 토사량을 장기간 예측함에 의의가 있다. 셋째, 방재 기술 설계의 가이드라인을 예측된 재난의 양을 고려하여 통해 시각적으로 구현하여 제시할 수 있었다.
본 연구는 적응 측면에서 토사 재해 피해를 공간 단위로 예측하고 구체적인 방법론을 통해 도시 설계적 차원으로 해석 및 정량화 하였다는 점에서 의의가 있다. 그러나 본 연구가 도시설계나 토목공학 분야를 접목하는 연구였기에 연구 방법론의 포괄적인 적용을 중심으로 진행하여 토사유출 방법론의 고찰 및 기술 상세 설계 등의 정량화가 다소 미흡하였다. 향후 고도화된 토사 재해 예측 기법의 적용과 다양한 기후변화 시나리오를 고려한 상세한 근거 기반의 재난대응형 도시설계연구가 요구된다.
