행복주택이 인접한 주택의 매매가격에 미치는 영향에 관한 연구

Abstract

The purpose of this study is to identify the effect of Happiness Housing which is a type of Public Rental Housing on the price of the adjacent houses. Public Rental Housing is a rental house that is owned or provided by the public and is classified into National Rental Housing, Permanent Rental Housing, Happiness Housing, and Long-Term Chartered Housing based on the qualification of people who move in and the length of its lease. Among them, Happiness Housing is characterized by the construction of houses using cheap land owned by the public in the city center and mainly supplying to younger generation such as college students, young adults and newlyweds. However, Happiness Housing project is often delayed·scaled down or canceled due to the strong resistance and collective action of the residents near the target area. The main cause of this phenomenon is the vague recognition and concern about the decrease in the price of the adjacent houses. So, In order to empirically identify the effect of Happiness Housing on the sale price of the adjacent houses, this study conducted Difference-In-Difference to confirm the housing sale price changes of two set up group(experimental group consists of houses are adjecent to Happiness Housing complex and comparison group consists of houses are non-adjecent to Happiness Housing complex) on the basis of the Happiness Housing complex before and after the occupancy. As a result, it can be confirmed that the Happiness Housing has a positive effect on the price of adjacent houses. Although it is not statistically significant when analysed by the Happiness Housing complex, it shows that Happiness Housing does not negatively affect the price of adjacent houses.

본 연구의 목적은 공공임대주택의 한 유형인 행복주택이 인접한 주택의 가격에 미치는 영향을 확인하는데 있다. 공공임대주택은 공공이 소유 또는 지원하여 공급하는 임대 목적의 주택으로 입주대상 및 임대기간 등을 기준으로 국민임대주택, 영구임대주택, 행복주택, 장기전세주택 등으로 유형을 구분하고 있다. 그 중 행복주택은 도심 내 공공이 보유한 저렴한 토지를 활용하여 주택을 건설하고 대학생, 청년 및 신혼부부 등 주로 젊은계층을 대상으로 공급하는 특징이 있다. 하지만 행복주택은 대상지 인근 주민들의 거센 반발과 집단행동으로 인해 사업이 지연·축소되거나 일부는 취소되는 경우도 발생하고 있는데 이러한 현상의 주요원인으로 인접한 주택의 가격하락에 대한 막연한 인식과 우려를 들 수 있다. 이에 본 연구는 행복주택이 인접한 주택의 매매가격에 어떠한 영향을 미치는지 실증적으로 확인하기 위해 행복주택 2개 단지를 연구대상으로 설정하고 대상 행복주택 단지에 인접한 주택을 실험집단으로 인접하지 않은 주택을 비교집단으로 하여 대상 행복주택 단지의 입주 전과 후의 매매가격 변화를 확인하는 이중차이분석을 실시하였다. 연구결과 행복주택의 입주는 인접한 주택의 가격에 정(+)의 영향을 미치고 있는 것을 확인할 수 있었다. 비록 대상 행복주택 단지별로 분석한 경우 일부 통계적으로 유의미하지 않은 결과를 보이고는 있으나 이를 고려하더라도 행복주택은 인접한 주택의 가격에 부정적인 영향을 미치지는 않는 것으로 확인되었다.
