화해는 어떻게 가능한가? : 이론적 고찰과 한반도에의 적용

Abstract

본 논문은 한반도에서 왜 화해가 진전되지 않고 공전하는가라는 문제의식을 가지고 화해를 가능하게 하는 조건과 절차 혹은 과정이 무엇인지 이론적으로 살펴보고 이를 한반도 상황에 적용해보는 것을 목적으로 한다. 이론적 검토에서 화해를 위해서는 상호피해 인정, 사과, 추모, 진실확인, 보상, 용서 등 핵심요소가 필요하고 일련의 절차와 과정으로 진행되는 것이 바람직함을 설명한다. 그러나 화해가 이루어지는 공간은 역설적이며 역동적인 현장으로, 상황과 구조, 문화적 맥락에 맞게 적용해야 하며, 분리-융합, 실체-관계, 이익-감정, 대안적 화해 등 근원적 성찰도 함께 진행될 필요가 있음을 논의한다. 이러한 이론에 비추어볼 때 한반도는 상호존재인정과 미래지향적 관계개선에 대해서는 부분적으로 화해가 진행되었으나, 과거피해인정, 사과, 진실확인 등 초보적인 화해절차가 아직 시작되지 않았고 국가적 논의를 넘어서는 시민사회 수준에서 화해의 절차가 시작되어야 함을 지적한다.

Raising a question of why reconciliation does not progress and revolves in vain on the Korean peninsula, this paper aims to theoretically examine the conditions, procedures or processes that enable reconciliation, and apply it to the situation on the Korean peninsula. This paper explains in the theoretical review that reconciliation requires key elements such as recognition of mutual damage, apology, memorials, truth-finding, reparation, and forgiveness, and it is desirable to proceed with a series of procedures and processes. However, the place where reconciliation takes place is a paradoxical and dynamic scene, so it must be applied in accordance with the social and cultural context, and the fundamental subjects such as separation-fusion, entity-relationship, interest-emotion, and alternative reconciliation also need to be carried out in reflective way. In light of these theories, the two Koreans partially reconciled the recognition of mutual existence and the improvement of future-oriented relations. However, the initial reconciliation process such as recognition of mutual damage, apology, and truth-finding has not yet begun, and the process of reconciliation needs to begin at the level of civil society beyond the state.
