히노 아시헤이의 전후 평화주의와 냉전의 심상지리: 반핵평화 담론을 중심으로

Abstract

이 글의 목적은 1945년 이후 탈식민화와 냉전체제 구축이 동시에 진행된 아시아에서, 포스트제국과 냉전의 역학이 어떻게 교차하였으며 이는 전후 일본의 평화주의 담론과 어떠한 상관관계를 맺고 있었는가를 고찰하는 데에 있다. 이를 위해 이 글은 히노 아시헤이(火野葦平)가 1950년대에 문화외교의 장에서 발신한 평화주의적 메시지가 각각 아시아, 소련, 미국과의 관계에서 어떻게 냉전 상황과 맞물려 보편주의적 평화주의로 수용되었는지를, 아시아제국회의(The Conference for Asian Countries), 일리야 에렌부르그(Ilya Ehrenburg)의 방일, 미국 시찰에 주목하여 살펴보았다. 1955년에 인도 뉴델리에서 개최된 아시아제국회의에 참가한 일본대표단은 서구(제국)-아시아와 자유진영-공산진영의 대립 축이 교차하는 틈새에서 아시아의 일원으로 복귀하여 평화주의 외교를 전개하였다. 한편, 1950년대에는 미소 간 핵경쟁이 격화되면서 유일 피폭국 일본에 대한 양국의 문화냉전이 활발히 전개되었다. 이러한 가운데 1957년 4월에 일소공동선언에 입각한 양국의 국교 회복 후 첫 문화사절로서 일본을 방문한 일리야 에렌부르그와 함께 나가사키에 동행하고 이듬해(1958년)에는 미국 국무성의 초청을 받아 미국을 시찰한 히노는, 진영 대립에 입각한 미소의 냉전적 폭력에 비판적 목소리를 냄으로써 보편적 평화주의에 기반한 전후일본상(像)을 구축하였다. 하지만 이처럼 전후일본이 문화외교를 통해 평화국가의 실감을 획득해 가는 과정에서 일본제국의 과거는 애매하게 봉인되었다는 점에서, 히노의 평화주의적 담론은 그 성립조건으로서 냉전을 내장한 것이었으며, 냉전이라는 역사적 조건에 기대어 제국을 삭제한 냉전서사였다고 할 수 있다.

This paper aims to study how the dynamics of decolonization and the Cold War intersected in Asia after 1945 and investigates its correlation with the pacifist discourse in post-war Japan. It examines how the pacifist messages delivered by Ashihei Hino in the cultural diplomacy of the 1950s were accepted as a universal form of pacifism, in the context of Japans relations with Asia, the Soviet Union, and the United States during the Cold War, focusing on the cases of the Conference for Asian Countries, Ilya Ehrenburgs visit to Japan, and Hinos visit to the U.S., respectively. The Japanese delegation that participated in the Conference for Asian Countries held in New Delhi, India, in 1955 was welcomed as a member of Asia to seek pacifist diplomacy amid the splitting of the world into polarizing camps such as the free world versus the Communist bloc and the West (former empires) versus Asia (former colonies). Meanwhile, with the escalation of the nuclear arms race between the Soviet Union and the U.S. in the 1950s, a cultural Cold War was actively deployed against Japan, the only country ravaged by the atomic bombs, by the two superpowers. Amidst this, Ehrenburg, the renowned Russian author, visited Japan as the first cultural envoy after bilateral diplomatic relations were restored following the Soviet-Japan Joint Declaration. Hino accompanied Ehrenburg to Nagasaki in April 1957; in 1958, he also visited the U.S. on invitation from the Department of State. Voicing harsh criticism against the Cold War violence, Hino constructed an image of postwar Japan representing universal pacifism. However, in light of the fact that the Japanese empires past was whitewashed in the process of Hinos efforts for cultural diplomacy and that his pacifist discourse would have been impossible without the Cold War politics, Hinos pacifism appears as a Cold War narrative that edited out Japans imperial misadventures.
