부동산 규제 정책이 아파트 가격 양극화에 미치는 영향

Abstract

문재인 정부 출범 이후 전국의 아파트 가격은 꾸준히 상승세를 기록 중이다. 그 중에서 서울의 아파트 가격은 다른 지역에 비해 급등세를 나타내고 있다. 이러한 가격 급등의 원인으로 지목되는 것은 정부의 강력한 부동산 규제 정책이다. 본 연구에서는 규제 정책과 아파트 가격 양극화 간 상관관계를 규명해보고자 하였다. 이를 위하여 우선 노무현 정부부터 문재인 정부까지의 각 정부 별 부동산 정책에 대한 고찰과 정부의 정책이 부동산 시장에 어떠한 영향을 미쳤는지에 대한 분석을 실시하였다. 연구의 주제인 규제 정책과 아파트 가격 양극화의 상관관계를 규명하기 위하여 통계분석을 이용하였다. 우리나라 부동산 시장의 핵심이라고 할 수 있는 서초구, 강남구, 송파구(이하 강남 3구)의 아파트 매매가격지수와 타 지역의 아파트 매매가격지수의 차이 값을 종속변수로 하였고, 선행 연구를 통하여 아파트 매매가격에 영향을 미치는 요인으로 밝혀진 6가지의 변수와 정책 변수를 독립변수로 하여 다중회귀분석을 실시하였다. 분석 결과 지역 간 비교에서 규제 정책이 양극화에 미치는 정도가 가장 큰 경우는 강남 3구-수도권으로 나타났으며, 정책이 시장에 영향을 미치는 시차를 고려하였을 때는 정책 발표 후 12개월이 경과하였을 때 모든 지역에서 규제 정책이 양극화에 영향을 미치는 것으로 나타났다. 문재인 정부에서는 투기로 인하여 과열된 부동산 시장을 안정화하기 위하여 지속적으로 규제 정책을 실시하고 있다. 그러나 목적과는 달리 규제 정책을 실시하였음에도 불구하고 서울 강남 3구를 비롯한 주요 도시의 아파트 가격은 계속하여 상승하고 있다. 투기를 막기 위하여 실시한 규제 정책으로 인하여 신규 주택 공급 감소의 우려 속에 아파트 가격은 급등하였다. 서울을 비롯한 수도권 등 주요 도시 지역에서 아파트를 구입하려는 수요는 지속적으로 발생하지만, 그 수요를 감당할 만큼의 공급은 부족하기 때문에 아파트 가격은 계속 상승하는 것이다. 본 연구는 규제 정책의 실시에도 불구하고 아파트 가격이 상승하는 과정에 대한 분석을 하였으며, 규제 정책이 어떻게 아파트 가격의 양극화에 영향을 미치는지 규명하였다는 점에서 의의가 있다. 본 연구가 바탕이 되어 부동산 정책에 대한 심도 있는 실증 분석이 이루어진다면, 현재 규제 정책의 문제점으로 지적된 부분을 보완하여 보다 개선된 부동산 정책 수립을 하는 데 활용할 수 있을 것이라 사료된다.

Since the inauguration of the Moon Jae-in government, apartment prices have been rising steadily throughout the country. Especially, apartment prices in Seoul are soaring compared to other regions. It is the government's strong policy of real estate regulation that causes this price soaring. The purpose of this study is to investigate the correlation between regulation policy and apartment price polarization. For this purpose, first of all, each government's real estate policy from Roh Moo-hyun government to Moon Jae-in government was analyzed and how the government's policy affected the real estate market. To investigate the relationship between the regulatory policy and apartment price polarization, statistical analysis was used. The difference between the apartment sales price index of Seocho-gu, Gangnam-gu and Songpa-gu (hereinafter referred to as Gangnam 3gu), which are the core of Korea's real estate market, is the dependent variable. A multiple regression analysis was conducted using six variables and policy variables found to be factors affecting prices as independent variables. According to the analysis, the largest extent of regulatory policy polarization was found in Gangnam 3gu-metropolitan area. Considering the time lag that policy affects the market, it appears that regulation policy affects polarization in all regions 12 months after policy announcement. The Moon Jae-in government continues to implement regulation policies to stabilize the real estate market, which is overheated due to speculation. However, contrary to the purpose, the price of apartments in major cities, including Gangnam, Seoul, has continued to rise despite regulation policies. Due to regulation policies aimed at preventing speculation, apartment prices soared, fearing a decline in new housing supply. Demand for apartments continues to rise in major urban areas, including Seoul and the metropolitan area, but apartment prices continue to rise because there is not enough supply to meet the demand. This study analyzed the process of rising apartment prices despite the implementation of regulatory policy. Moreover, this study is meaningful in that it shows how the regulation policy affects the polarization of apartment prices. Based on this study, if an in-depth empirical analysis of real estate policy is carried out, it is considered that it can be used to establish a more improved real estate policy.
