공공기관 이전과 혁신도시 건설 : 도시동태성 분석

Abstract

이 연구에서는 시스템적 사고를 통해 혁신도시 건설프로젝트가 대두된 논리부터 재 고찰하며, 혁신도시가 건설되어 도시 기능을 성공적으로 정착시키거나 아니면 실패할 수도 있는 도시동태성의 원인과 결과를 인과순환적 구조를 통해 규명해 봄으로써, 혁신 도시의 건설과 관리ㆍ운영과 연관된 다차원적인 이슈들에 대한 정책논리를 개발하는 데에 기여하고자 한다. 이러한 연구목적을 달성하기 위하여 이 연구에서는 구체적으로 시스템 다이내믹스 및 어번 다이내믹스 방법론에서 강조하고 있는 시스템적 사고와 이를 분석ㆍ도구화한 인과지도(causal map) 기법을 이용하여 공공기관의 지방이전계획에 관한 찬반양론을 종합적으로 조망한다. 더불어, 유사사례에서 나타난 동태적 특성을 검토하며, 혁신도시의 건설에 따른 도시 기능정착에 관한 동태성의 피드백 구조도 체계적으로 분석한다. 혁신도시의 건설과 관련하여, 혁신도시 자체뿐만 아니라 수도권, 비수도권, 주변지역의 도시동태성에는 다양한 요인들의 상호작용이 존재하며, 이러한 상호작용 요인들이 일단의 순환적 인과관계 구조를 형성하고, 서로 영향을 주고받는다는 점을 이 연구는 확인하였다. 혁신도시에 관한 순환적 인과관계 피드백 구조에서 초래되는 다양한 동태적 메카니즘의 전모를 파악하지 않은 혁신도시 건설에 관한 일방적인 논의나 정책의 수립 및 집행은 감당하기 어려운 사회적 비용을 발생시키거나 치유하기 어려운 후유증을 낳을 수도 있는 바, 이러한 유형의 연구를 거듭함으로써 사회적 비용을 최소화하거나 부작용을 극소화할 수 있는 일단의 구조를 명확하게 파악할 수 있도록 조처해야 한다. As part of the grand project for balanced territorial development, Korean government has been preparing tentative plans to build a dozen of innovative cities in the Non-Capital Region, all of which would accommodate the relocated Capital-based public organizations. Without due policy designs and application processes, however, the government initiatives have also caused d a series of supporting and opposing arguments. In sum, most of the current discussions are not fully adequate in explaining why the innovative cities are necessary and how they could benefit more balanced regional development. As an effort to address these issues, analytical logics for the proposed innovative cities are developed using urban dynamics models. To provide policy leverages, various development scenarios are simulated focusing on the expected growth and maturity of the innovative cities. The research findings indicate that the success of the proposed cities depends on the dynamic movement of the key variables, both from those cities and the Capital Region. They also point out that the Korean government may have to endure a huge amount of social cost or unwanted byproducts without due attention to the dynamic mechanisms embedded in the development process. Finally, it is concluded that the urban dynamics-oriented approach towards the innovative cities could assist the major stake-holders in developing robust and responsive policy initiatives given the current uncertainties.
