한국과 미국의 금융교육 표준안 비교 : Comparison of National Standards for Financial Education between Korea and the United States

- 이 연구의 목적은 2020년에 금융감독원에서 발표한 『초・중・고 금융교육 표준안』과 2021년에 CEE와 Jump$tart가 공동 발간한 『National Standards for Personal Financial Education』을 비교하여 두 표준안의 공통점과 차이점을 밝히는 것이다. 비교 준거는 두 나라 표준안의 공통적인 내용 체계를 고려하여 소득(수입), 지출, 저축, 투자, 신용, 위험의 여섯 가지 범주로 설정하였다. 먼저 두 표준안에 포함된 영역별 성취기준의 수와 비중을 비교한 결과, 한국 표준안에서는 학교급별로 뚜렷한 추세적 특징을 발견하기 어려웠으나 미국 표준안에서는 저학년일수록 소득(수입), 지출, 저축을, 고학년일수록 투자, 신용, 위험을 더 많이 다룬다는 점을 알 수 있었다. 또한 한국 표준안에서는 지출과 신용을, 미국 표준안에서는 소득(수입)과 위험을 상대적으로 강조한다는 점도 발견하였다. 다음으로 두 표준안의 성취기준 내용을 비교한 결과, 영역별로 두 표준안의 공통점과 차이점을 뚜렷하게 발견할 수 있었다. 이런 결과를 바탕으로 한국 금융교육 표준안의 개선을 위해 몇 가지 중요한 논의사항을 제시하였다.
The purpose of this study is to compare the National Standards for Financial Education in Elementary, Middle and High Schools published by the Financial Supervisory Service in 2020 and the National Standards for Personal Financial Education jointly published by CEE and Jump$tart in 2021 and to find the similarities and differences between the two National Standards. The comparative criteria were set into six categories: Income, Spending, Savings, Investment, Credit, and Risk in consideration of the common content framework in the two National Standards. First, as a result of comparing the number and weight of standards for each topic included in the two National Standards, it was difficult to find a clear trend by school level in the Korean Standards. However, in the U.S. Standards, it was found that the lower grades dealt more with Income, Spending, and Savings, and the higher grades dealt more with Investment, Credit, and Risk. It was also found that the Korean Standards emphasized Spending and Credit relatively, while the U.S. Standards emphasized Income and Risk relatively. Next, as a result of comparing the content of the standards in the two National Standards, the similarities and differences between the two National Standards were clearly found for each topic. Based on these results, some important discussions were suggested for the improvement of the Korean Standards.
