미국 하원 FTA 표결과 대통령 외교정책: 미국-모로코, 미국-바레인, 미국-오만 FTA 사례를 중심으로

Abstract

현대 미국의 민주당은 보호무역주의 정당이라는 것이 통념이다. 실제로 미국이 그동안 체결해 온 FTA들의 의회 표결을 살펴보면 공화당 하원은 평균 88.28%의 찬성을 보인 반면 민주당은 약 36.38%의 낮은 지지를 보였다. 실제로 많은 연구들이 민주당 의원들이 공화당 의원들보다 보호무역주의적인 표결을 하는 경향이 높다는 것을 실증적으로 밝혔다(Kahane 403; Uslaner 356; Conley 794; Im and Sung 31). 그러나 민주당의 각 FTA들에 대한 지지의 차이를 살펴볼 때 과연 민주당 의원들이 일관되게 자유무역에 반대해왔는가에 대해서는 의문이 든다. 레이건 행정부 당시 이스라엘과의 FTA 이후 NAFTA를 거쳐 가장 최근 콜롬비아, 파나마, 한국과의 FTA에 이르기까지 민주당은 최대로는 60%에 가까운 지지(U.S.-Morocco FTA)부터 최저로는 약 7%의 찬성(CAFTA-DR) 비율을 보이는 등 그 편차가 매우 크다.1) 실제로 공화당의 FTA지지 비율의 표준편차는 약 5%에 그치는 반면 민주당은 약 17%에 달한다. 이를 종합해 보면 민주당은 보호무역주의의 입장을 취하고 있지만,사안에 따라 유연한 태도를 보인다고 말할 수 있다. This study seeks to reveal why the U.S. House Democrats showed different levels of support in the voting of the U.S.-Morocco FTA, U.S.-Bahrain FTA, and U.S.-Oman FTA. Existing studies focusing on the constituency or members ideology do not properly account for the variance of these three FTA voting results. All of these FTAs, however, were promoted as a part of the presidents foreign policies. If so, FTA support in Congress could depend on representatives evaluation of the presidential foreign policy. Based on this, the study analyzes how representatives evaluation of President Bushs foreign policy changed according to the period of the three FTA votes. The vote on the FTAs has been influenced by their evaluation of the presidential foreign and national security policies.
