- Abstract
- Main feature of Singaporean social welfare and security system was Central Provident Fund which was introduced to enable workers to cummulate fund for the emergent needs and security after retirement. It is unique in the sense that workers and employers are supposed to put certain proportion of their monthly income into the account and that government manages the fund for workers' security and welfare. It was also used as policy tool to reduce inflation rate and to induce high value creating foreign investment by controlling the contribution rate of employers. This fund was instrumental for social engineering in the sense that people are encouraged to participate in the labor market and that jobholders are secured to manage their life by utilizing the money saved in the CPF accounts. Recently. people are allowed to manage their money in the account and to increase the fund available for their use. Through such modifications and rearrangements. the fund has been adjusted to the changes in the needs of workers and the society as a whole. Finally. implications of this system were discussed.
