중국, 대만, 일본의 환경정책

Abstract

중국은 자연생태계의 격하와 환경오염의 악화라는 이중의 환경문제를 안고 있다.그러나 아직도 중국의 일차적 국가 목표는 경제성장이며, 환경보호는 기껏해야 부차적 중요성밖에는 없다.중국의 환경정책은 삼림녹화라든가, 국유기업의 오염을 줄인다든가 등의 제한된 부문에서는 어느 정도 환경보호에 성공을 거두고 있지만.전반적으로는 오염통제에 실패하고 있다.대만은 높은 인구밀도와 급속한 산업화의 결과로 생태계의 균형이 파괴될 정도로 자연의 착취와 환경오염이 심했다.대만의 환경보호정책은 많은 문제점을 안고 있다.우선 환경악화에 대한 정부의 대응은 너무 늦고 너무 적은 것이었다.그러나 대만 정부의 기본 입장은 여전히 경제발전우선 정책이다.따라서 대만의 환경문제가 획기적으로 개선되기는 어려워 보인다.오늘날 일본은 세계에서 대기오염수준이 가장 낮은 국가군에 속한다.이러한 성공을 거둔 일본 환경정책의 첫번째 특징은 지방자치단체가 친환경적 정책을 선도했다는 점이다.두번째 특징은 직접규제방식을 핵심적인 정책수단으로 사용한다는 점이다.세번째 특징은 경제적 유인조치를 상당히 제한적으로만 실시하고 있다는 것이다 오늘날 일본은 경제발전과 환경을 갈등 관계로 간주하던 환경정책의 시대에서 환경을 통한 경제발전을 모색하는 환경정책의 시대로 옮아가려 하고 있다. China has two major environmental problems of the degradation of natural ecosystem and the deterioration of pollution.China's first priority, however, is economic growth as ever and environmental protection has only secondary importance at the best.China's environmental policy is partially successful in several restricted area of greening forest or diminishing pollution of state-owned enterpnses, but in general it is not successful in

control of environmental problems.In case of Taiwan, over-exploitation of nature and

environmental pollution are very severe, in consequence of high density of population and rapid industrialization.The environmental policies in Taiwan have many problems.First of all, the effort of the government to cope with environmental problem is too late and too little.Taiwan's government gives priority to economic development So, it will be difficult to make great improvement of Taiwan's environmental problems.Japan is one of the lowest air-pollutioned countries.The first feature of Japan's environmental police is that local governments has led pro-environmental police since the 1960s.Secondly, Direct restriction is used as a central policy method.Thirdly, economic inducement is very restrictively used as a police method.Now, Japan seems to undergo gradual transition from an era of considering development and environment as conflict-relation to an era of pursuing economic development through environmental prtection.
