사업자단체와 경제발전: 동아시아 발전모델 논의를 중심으로

Abstract

본 논문은 동아시아 발전모델 논의를 배경으로 사업자단체와 경제발전의 상관관계를 살펴보고 있다.기존의 동아시아 발전모델은 사업자단체의 경제발전에 미치는 영향을 비교적 긍정적으로 보고 있다고 할 수 있다.사업자단체가 국가의 경제개입, 특히 정책실행을 위한 유효한 정책수단으로서 협조적인 정부-기업관계를 도모하는 정책망(po1icy network)으로서, 그리고 더 나아가서 업계의 집단행동의 딜레마를 해결하는 민간차원의 제도로서의 역할을 담당한다고 본다.반면에 동아시아 발전모델의 위기를 논하는 입장은 사업자단체가 경제발전에 미치는 영향을 부정적으로 보고 있다 서로 모이면 "그 대화가 공익에 반하는 음모를 하거나 가격을 올리기 위한 모략으로 끝난다"는 아담 스미스의 지적처럼 사업자단체는 담합을 조장하거나 정부의 특혜를 추구하는 지대추구집단(rent-Seeking group)으로서 정실자본주의의 한 축을 이룬다는 것이다.일반적으로 동아시아 발전모델은 이 지역의 경제발전을 설명하기 위하여 주로 긍정적인 부분만을 확대, 강조하는 경향이 있으며 , 반면에 동아시아 모델의 위기에 관한 논의들은 시장만능주의에 입각하여 이 지역의 비시장적 제도들(non-market institutions)을 비효율적인 장애물로 간주한다.본 논문은 이러한 극단적인 입장들을 지양한다.대신 본 논문은 '어떠한 경우에 사업자단체가 좀 더 경제발전에 기여할 수 있을 것인가, ''어떠한 상황에서 사업자단체가 효율적인 경제관리기제로서 작동할 수 있는가' 그리고 '어떻게 사업자단체가 지대추구집단으로 전락하는 것을 막을 수 있는가'라는 문제의식에서 출발한다.본 논문은 추후 경험적 연구를 위한 사전 작업으로서 사업자단체에 관한 동아시아 발전모델 논의들을 비판적으로 검토함으로서 우리에게 주는 이론적 및 실천적 함의들을 찾아보고 있다. This paper examines the effect of the business interest association on economic growth in light of the current debate on the East Asian economic crisis.East Asian development models emphasize the role of the developmental slate and cooperative institutions between the state and business and take the business interest association as an important develop mental agent that can contribute to economic development.In contrast, neoliberal models focus on the collusive relations between the state and business and regard the business interest association as a rent-seeking group that has negative effect on economic growth.This paper avoids these two extreme views and asks more practical and theory-oriented questions: under what circumstances can the business interest association be an effective developmental agent and under what circumstances is the business interest association degenerated into a rent-seeking group?

Being a preliminary study for a future empirical research, this paper surveys the existing literature, critically analyzes major theoretical and empirical works, and proposes several hypotheses and theoretical implications.
