dc.description.abstractThe purpose of this paper is to examine, through a case study of Oze in central Japan, the process by which a balance between tourism, development and nature preservation is attained and maintained in a way that guarantees its sustainability.

Oze is an area well-known for its precious natural tourist resources, highland marshes, lakes, plants and numerous mountains over 2,000 meters above sea level that has been developed as a tourist area since early this century. The area has been able to sustain tourism by successfully resisting several development projects that may have proved fatal to the preservation of the area. Oze is also an area that has succeeded, mainly through concerted efforts of nation-wide nature protection movements and gradual improvement in environmental consciousness of the local residents, to recover and protect a considerable part of marsh land and the overall landscape.

This study has shown the nature of conflicts that existed between the concemed parties of tourism developmental process-the local residents, the tourists, the environmental activists, the municipal government and the state; and then analysed the dynamics that lies in the background of the process of conflict resolution. What is ultimately argued here is that "sustainability" in tourism development depends not so much on a temporarily reached consensus but on the ability of the relevant parties to maintain it by continuous manipulation of different perspectives and changing interests. What the case of Oze presents to us is the fact that, while it cannot be denied that the influence of environmental movements has been the major force that enabled the area to escape destruction at an initial stage, what will sustain the situation is the local residents themselves whose perspectives and understanding of the issue have been greatly widened in the process of the whole struggle.
