- 이 책은 이미 1969年에 初版이 發刊되어 그 새로운 體系에 대한 注目을 받었던 上級水準의 人事管理 敎科書이다. 1973年에 基本體系는 維持하면서 內容을 大幅 補完하여 改正
版을 내었다. 補完部分은 特히 最近에 時時刻刻으로 새로이 개발되는 人事管理技法과 硏究成果이다(追加된 部分은 本書의 序文에 明細가 나와 있다).
이 冊의 基本性格은 「시스템」硏究의 方法을 人事管理全般을 體系化하는데 活用한 것이라 하겠다.
