감성지능적 정부의 개념화와 구현을 위한 모색: 미학적 아나로기와 도구적 활용을 중심으로

Abstract

본 연구는 효율성을 강조하는 신공공관리와 보완적으로 활용될 수 있는 행정관리적 패러다임의 하나로 감성지능적 정부를 이론적으로 개념화하고, 이를 구현하기 위한 방법론을 예시하는 것을 목적으로 한다. 이를 위해 미적 태도, 천재와 창조성, 감정이입과 해석이라는 미학적 아나로기를 통한 감성정부의 유비추리를 시도하고, 실현을 위한 도구적 방법론으로 감성지능의 측정과 활용, 데이터 마이닝과 시스템 사고를 제안하였다. 감성의 이성적 이해를 목적으로 하는 미학적 아나로기를 대입함으로써 감성지능적 정부가 구현해야 할 공감하는 정부, 예술가 또는 후원가적 정부, 그리고 알아채는 정부를 논리적 모순 없이 개념화할 수 있음을 설명하였다. 뿐만 아니라 민간부문에서 소비자의 수요와 감성파악에 많이 활용되고 있는 데이터 마이닝과 시스템 사고를 소개하고 주택정책을 대상으로 한 활용방안을 예시함으로써, 이론적 설명에 그치기 쉬운 감성지능적 정부를 구현할 수 있는 방법론적 대안을 제시하였다. 본 연구가 감성지능적 정부에 대한 논의가 본격화하지 않은 상황에서 시론적 연구로서의 한계를 갖고 있으나 이성과 대립적으로 이해되기 쉬운 감성을 정부의 새로운 행정관리 패러다임으로 제시하려고 시도한 점이나, 감성관리를 정부부문에서 도입할 수 있는 방안을 모색한 점에서 의의가 있다고 본다. This study aims to conceptualize emotionally-intelligent government as a public management paradigm, and to introduce exemplary methods for realizing it. For the first aim, it employs aesthetic analogies such as aesthetic attitude, genius and originality, and empathic hermeneutics as well as emotional intelligence, data mining and systematic thinking for the second. By applying aesthetic analogies, it finds that emotionally-intelligent government is sensitive, artistic and patronal, and that sensible government can be conceptualized without logical contradiction. It also gives examples of measurement methods like data mining and systematic thinking, which are widely used in the private sector for emotional management, to evaluate housing policy and thus helps achieve the theoretical concept of emotionally-intelligent government. Although it inevitably carries theoretical limitations due to the lack of previous literature, it is still meaningful in terms of trying to create a new public management paradigm based on emotional intelligence and in scrutinizing ways of introducing emotional management into the public realm.
