책임성 관점에서의 공공기관 부서간 만족도 평가와 분석

Abstract

최근 공공부문에서도 고객관계관리의 중요성이 강조되고 있지만 내부고객 만족도에 대한 관심은 크지 않은 상황이다. 공공기관에서 내부고객만족도(Internal Customer Satisfaction)가 중요한 이유는 조직의 내부적 책임성과 밀접한 관련이 있으며, 궁극적으로 조직성과에 영향을 미치기 때문이다. 이에 따라 본 연구는 공공기관의 책임성 측면에서 부서간 만족도 측정도구를 개발하고, 이를 토대로 기획예산처와 재정경제부가 통합된 기획재정부를 대상으로 부서간 만족도 예비분석을 실시하고, 이어 수정된 모형을 토대로 한국산업단지공단을 대상으로 본 조사를 실시하였다. 분석결과 다음과 같은 시사점을 도출하였다. 첫째, 총괄 혹은 지원기능 담당부서라고 해서 부서간 만족도가 반드시 높거나 반대로 낮다고 결론내리기 어렵다. 둘째, 부서간 전반적 만족도는 의사소통 원활성, 업무정책 개선도 등과 높은 상관관계를 갖는다. 셋째, 업무정책개선도, 업무현실 고려성, 업무협조 공감성은 높은 중요성에 비해 만족도가 낮아 시급한 개선이 요구된다. 넷째, 외부고객만족도에 비해 부서간 만족지수가 낮다는 점에서 내부적 책임성 향상을 위한 다양한 관리개선 노력이 필요하다. 이러한 분석을 토대로 향후 공공기관의 부서간 만족도 제고를 통한 내부적 책임성 제고를 위한 개선방안에 관한 시사점을 제시하였다. This study measures and analyzes the internal customer satisfaction index(ICSI) for public organizations from the perspective of administrative accountability. As a pilot test, this study first, analyzes the internal customer satisfaction for the Ministry of Planning and Budget. After that, it measures and assesses internal customer satisfaction for the Korea Industrial Complex Corporation according to a revised model. The results show that the internal customer satisfaction index is a critical instrument for increasing the internal accountability of public corporations even though it is composed of only one factor. According to the results, a more desirable ICSI model must be constructed for effective organizational performance management. Otherwise, it is necessary to design measurement indicators systematically to ensure their stability.
