정부조직 내 팀제운영의 실질성과 팀제의 효과성에 관한 연구

Abstract

본 연구는 정부조직의 팀제운영의 실질성 여부에 따라 연구대상 팀제시행부처들을 2가지 유형으로 구분하고, 이를 바탕으로 조직문화와 조직효과성 측면에서 팀제가 정부조직에 미친 영향을 종단적 연구방법과 횡단적 연구방법을 병행하여 살펴보았다. 연구 결과 행정자치부와 조달청은 실질적 팀제를 실시하고 있는데 반해 기획예산처와 노동부, 건설교통부, 보건복지부 등은 형식적 팀제를 실시하고 있을 가능성이 큰 것으로 나타났다. 이러한 결과를 토대로 팀제실시 부처들을 실질적 팀제실시 부처집단과 형식적 팀제실시 부처집단으로 나누고 팀제 미실시 부처집단을 포함시켜 팀제도입의 효과를 측정해 보았는데, 실질적인 팀제를 실시한 부처들과 여타 부처들 간에 경쟁주의적 조직문화, 직무만족도 등에 있어 유의미한 차이가 있는 것으로 나타났다. 이와 같은 연구결과는 기관장의 강력한 리더십 하에서 팀제도입을 위한 제도적 기반이 잘 구비되고 형식적인 상징적 팀제가 아닌 실질적인 팀제가 시행된다면 경쟁주의적 조직문화가 강화되며 직무만족도가 향상되는 등 긍정적인 변화가 초래될 수 있음을 시사한다. This study classifies government organizations into two groups based on the substance of team system and investigate the effect of team system on government organizations through organizational culture and organizational effectiveness. There are two major findings of the analysis. First, there exists a significant difference in 'awareness of organizational change after team system introduction' among government organizations. The members of the 'Ministry of Government Administration and Home Affairs' and the 'Public Procurement Service' have a more positive attitude toward the team system. Second, after dividing the objects of the study into three groups - 'actual team system operating organizations', 'formal team system operating organizations', 'non-adopting team system organizations', this study evaluate the effects by a longitudinal study and a cross-sectional study. The levels of competitive organizational culture and job satisfaction are significantly different between three groups.
