Abstract
본 연구는 Van Wart의 행정관리자 리더십 역량 이론을 적용하여, 한국 중앙부처 중상위직 관리자들(실・국장과 과장)에게 요구되는 주요 리더십 역량을 실증조사 하였다. 조사는, 리더십은 본질적으로 하급자들에 대한 영향력 행사라는 전제에서, 5급 이하 하급직 공무원들을 대상으로 설문조사를 실시하는 방식으로 이루어졌다. 본 연구의 결과는 중상위직 공무원들의 리더십 역량교육 및 역량평가와 관련된 정책적 함의를 내포한다. This study examined important factors of the leadership competency needed among career managers in the Korean bureaucracy. An empirical survey was conducted on the basis of Van Wart's leadership competency for analyzing such factors, and survey data were collected from 284 central government civil servants below grade five. The basic assumption was that leadership was essentially the phenomenon of influencing subordinates. The findings confirm that Van Wart's public-sector leadership theory is valid in the Korean public sector. Most of his leadership factors appeared important. Eighteen of his factors, including self-confidence, communication skills, and social skills, were found to be especially important. These results have some policy implications concerning competency training and competency evaluation in the Korean civil service.
