정책수단으로서의 보조금 현황 및 연구경향

Abstract

오늘날 정부의 정책목표달성을 위한 대표적인 수단 중의 하나인 보조금에 대해서 고찰하기 위해 본 연구에서는 총체적이며 총론적인 접근을 해보고자 하였다. 보조금의 범위와 개념을 보다 광범위한 접근을 통해서 살펴보았으며, 특히 우리나라에서 보조금의 현황측면을 실제 예산자료를 통하여 구체적으로 분석하고자 하였다. 2006년부터 3개년도의 예산상에서 보조금이 차지하는 액수와 그 비중 및 분야별 보조금 액수차이를 비교함으로써, 보조금이 재정정책수단으로서 기능하는 정도와 그 변화를 살펴볼 수 있었다. 이러한 현황에 대한 분석에 이어, 국･내외적으로 보조금 연구의 경향과 주요쟁점을 간단히 정리하고 분석하였으며, 끝으로 이러한 연구를 정리하여 보조금제도 개선을 위한 향후 연구과제를 도출하였다. In this study, a comprehensive approach was taken to consider the subsidy, which is a representative policy tool for attaining policy goals in the government. Various data were examined in order to see the scope and concept of the subsidy. In particular, the present status of subsidies in Korea was analyzed through government budget data. By comparing the amount and weight of subsidies in the each year's budget, the degree of function as a financial policy tool and variation was shown. The research trends concerning subsidies was then summarized by reviewing the foreign and domestic literature. Finally, research tasks for future were drawn up in order to improve the system of subsidies.
