정책연구에서 복잡성 이론의 유용성 및 적용가능성에 관한 연구

Abstract

최근 사회현상의 복잡성, 무질서, 비평형성, 비선형성 등이 재인식되고 강조됨에 따라 이러한 현상들을 설명하고 올바른 문제의 인식 및 적절한 처방을 제시할 수 있는 정책이론에 대한 관심이 증가하고 있다. 안정과 균형 등을 강조하는 뉴턴적 패러다임에 토대를 두고 있는 정책연구들은 그 설명력에 한계를 드러내고 있으며, 이에 따라 최근 복잡성 패러다임이 새로운 관점과 이론을 제시하면서 대안적 패러다임으로 주목받고 있다. 본 연구는 복잡성 이론이란 어떤 이론이고 이것이 정책연구에 어떠한 유용성이 있으며 적용가능성은 얼마나 되는가를 논의하는데 그 목적이 있다. 이를 위해 본 연구는 먼저 다양한 학문분야에서 발달하여 다소 광범위하게 사용되고 있는 복잡성 이론의 범위 및 정의를 개괄한 후, 공통적인 이론적 특성들을 정리하였다. 그리고 복잡성 이론을 정책연구에 적용한 선행연구들을 검토한 후, 이를 토대로 정책연구에서 복잡성 이론이 갖는 유용성 및 적용가능성을 제시하였다. 그 내용은 구체적으로 첫째, 복잡적용계로서 정책체계의 이해 증진, 둘째 정책의 복잡성에 대한 인식의 전환, 셋째 정책체제의 급변현상에 대한 이해와 설명, 넷째 정책체제와 환경의 상호관계에 대한 이해의 증진, 다섯째, 정책실패로 인한 사회적 비용의 감소, 여섯째 정책관리자의 리더십 등이다. 이후 정책연구에서 복잡성 이론을 적용할 때 유의할 점을 연구대상의 성격, 양적 기법의 측면, 질적(은유적) 기법의 측면, 중요 개념의 정교화 측면에서 제시함으로써 복잡성 이론의 적용가능성을 제고하고자 하였다. Complexity, disorder, non-equilibrium, non-linearity and similar social phenomena have recently been recognized and emphasized. Therefore policy theory, which realizes problems exactly and provides suitable prescriptions, has been taken notice of as it might explain such phenomena. Policy studies based on the Newtonian paradigm emphasizing stability and equilibrium are facing poor explanations. As a result attention is being paid to the complexity paradigm as it has a new theory and standpoint. The objective of this study is to discuss both what complexity theory is as well as its usefulness and applicability for policy studies. For this purpose, this study, first of all, makes a brief survey of how complexity theory is widely used in various academic fields. Next, shared theoretical qualities are handled. After considering existing studies which have applied complexity theory to policy studies, the usefulness and applicability of complexity theory for policy studies are suggested: ① to improve understanding policy systems as complex adaptive system, ② to recognize the complexity of policy, ③ to understand and explain catastrophe phenomenon of policy systems, ④ to improve the understanding of the interaction between policy systems and policy environments, ⑤ to decrease social costs due to policy failure, and ⑥ to provide policy manager leadership. In addition, in order to improve the applicability of complexity theory, some points are suggested that should be taken notice of when it comes to applying complexity theory to policy studies. These points are types of research subject, quantitative technique, qualitative technique, and elaborating important concepts.
