시민참여 유형분류를 통한 참여 성과 분석

Abstract

최근의 시민참여는 조직화된 참여, 시민운동형 참여, 정치개혁에 치중된 참여를 특징으로 한다. 이 연구는 시민참여의 단위와 주도권을 기준으로 8가지 형태의 시민참여 유형을 도출한 후, 각 유형별 시민참여가 구체적인 정책 사례를 통해서 어떠한 성과를 보여주었는가를 탐구하는 것을 목적으로 하고 있다. 정책 사례를 체계적으로 도출하기 위해서 J.Q. Wilson의 4가지 정치상황 모형을 사용하였다. 연구 결과, 어떤 정치상황이든지 조직수준(제5유형, 제6유형)과 네트워크수준(제7유형, 제8유형)에서의 참여가 많이 발견되었다. 특히 조직수준의 참여보다 연대 및 네트워크수준의 참여가 두드러졌다. 네트워크수준에서는 행정이 주도하는 시민개입적 참여(제7유형)보다 시민단체가 주도하는 시민행동적 참여(제8유형)가 빈번하게 나타나고 있었다. 시민참여 성과는 대부분이 네트워크 수준에서의 이슈 및 쟁점 확산으로 나타났으며, 네트워크 수준에서 교섭력 제고도 모든 사례에서 발견되었다. Recent civil participation in Korea shows three identifiable characters: organized participation, civil action style participation, and political reform-centered participation. This study fist reviewed patterns of civil participation, then drew 8types of civil participation by the work of typology. In order to find more distinguishable civil participation style, authors analyzed four policy cases on the basis of J. Q. Wilson's four political situation. The results show that organization level and network level participations were dominant in all cases and the civil participation performances were mostly found in the area of issue and dispute dissemination.
