정보 프라이버시와 관련한 개인의 태도 및 행동 경로분석

Abstract

프라이버시는 반드시 존중되어야 할 개인적 인권이지만 개인정보가 가지는 공적, 경제적 가치에 의해 개인정보의 수집 및 처리가 끊임없이 발생하고 있다. 개인정보 침해에 대한 우려가 급증하면서, 개인정보 보호는 성공적인 전자 정부 구현과 다가올 유비쿼터스 사회로의 진입에 대비하기 위해 가장 우선적으로 해결하여야 할 과제로 부각되고 있다. 본 연구는 태도-행동 불일치 이론 관점에서 개인정보보호와 관련한 사용자의 행동 및 영향요인을 경로분석을 통해 살펴본다. 순차적 회귀분석을 통해 추정된 경로모형을 분석한 결과, 물질적 혜택에 대한 성향 및 이에 영향을 받아 형성된 태도와는 상관없이, 개인정보 제공행동은 개인정보 침해에 대한 염려에 의해서 가장 큰 부정적 영향을 받는 것으로 나타났다. 이러한 결과는 개인이 개인정보 침해에 대한 우려로 건전한 조직 활동을 위한 개인정보 제공도 꺼리게 되면 궁극적으로 자원으로서 개인정보를 수집하고 처리하는 공적, 경제적 비용을 높이게 되므로, 공공조직 및 기업들이 신뢰구축 및 개인의 프라이버시 염려를 줄이기 위한 명확한 개인정보 가이드라인 제시가 필요함을 실증적으로 시사한다. 개인정보 보호행동은 행동통제 자신감과 개인정보 보호를 위한 구체적인 지식수준에 의해 정의 영향을 받는 것으로 나타났다. 이는 프라이버시의 핵심을 개인정보 자기결정권으로 규정한 맥락과 일치한다. 연구 결과는 개인정보의 인권적 가치가 사회적, 경제적 가치와 균형을 이루며 공정한 경쟁을 할 수 있도록 개인정보 자기결정권은 최대한 보장되어야 하며, 이를 위해 개인정보 통제권과 개인정보 보호를 위한 구체적인 개인 지식수준을 높일 수 있는 제도적 장치 마련 및 교육이 지속적으로 이루어져야 함을 시사한다. Privacy concerns are recognized as the critical success and threatening factors for e-government, e-business, and forthcoming ubiquitous society. In spite of high levels of privacy concerns, users still tend to reveal their privacy information in cyber-space. This study tries to explain the discrepancy between users privacy concerns and seemingly contradicting behaviors from the perspectives of attitude-behavior inconsistency theory. An empirical investigation was carried out to reveal affecting factors for privacy data provision and protection behaviors. Path analyses were executed to sketch the whole view of affecting factors to user attitudes and behaviors. The results show that user attitudes are affected mostly by the perceived economic incentive; privacy data provision behaviors are affected mostly by the user privacy concern; privacy data protection behaviors are affected mostly by the perceived self-control and knowledge; and behaviors are not affected by attitudes. Implications for privacy protection policy are discussed.
