한국의 사회조직간의 네트워크에 대한 연구: 지역아동센터 네트워크 분석을 중심으로

Abstract

본 연구는 지역아동센터를 사례로 한국의 지역사회 조직간 네트워크를 분석하고자 하였으며, 네트워크 형성의 동기를 자원(정보자원, 인적자원, 물적자원, 클라이언트)을 획득하고자 하는 조직의 욕구에서 찾고자 하였다. 본 연구는 한국의 민간 사회복지 조직간 네트워크뿐만 아니라, 민관간 네트워크, 민간 영리/비영리 기관간 네트워크를 총괄해 살펴보았다. 네트워크 표본추출방식은 누적표본추출(snowball sampling) 방식, 네트워크 측정의 스케일(scale of measurment) 측면에서 본 연구의 설문은 수치형(valued) 데이터에 기초하되, 필요에 따라 이분형(binary) 데이터로 변형해 분석에 활용하였다. 본 연구는 기본적으로 정량적 네트워크 분석에 기초하고 있으며, 정량적 네트워크 분석의 한계를 보완하기 위해 정부주체 및 각종 매개조직 주체별 인식조사를 위한 심층 면접을 병행하였다. 본 연구를 통해 조직 네트워크 내 자원교환은 자원의 다과에 의해서도 결정되지만, 역사적/사회적 맥락에 의해서도 영향을 받는다는 것을 발견하였다. 그리고 동질적 네트워크에 기초한 연대적 사회자본(bonding social capital) 활용의 단계를 넘어서서, 이질적 자원교환 네트워크에 기초한 교량적 사회자본(bringing social capital) 활용 단계로의 전환이 이루어지고 있는 것을 확인하였다. This study explores the traits of inter-organizational networks and organizational behavior, with a case study of networks among social service centers for children in Seoul. In particular, this study focuses on organizational incentives for exchanging organizational resources (information resources, human resources, financial and physical resources, clients) underpinning network formation and change. The networks in this case encompass networks between private and government organizations, networks between private companies and NGOs, as well as networks among NGOs. This analysis utilizes UCINET 6.0 with the method of snowball sampling, and the scale of measurement of value data. In addition, this study combines in-depth interviews with civil officials in government organizations and staff in NGOs. This research found that the exchange of resources might be influenced by historical or social context, let alone by the type or amount of resources they own. Furthermore, this paper captures the phenomenon of networks going beyond the stage of resorting to bonding social capital based on homogeneous networks and moving toward the stage of embracing bridging social capital characterized by heterogeneous networks.
