일선경찰의 시민지향성 개념 구성과 영향요인 분석

Abstract

지역사회경찰활동이론, 기존 경찰행태에 관한 연구, 그리고 Lipsky의 일선관료제이론을 기초로 일선경찰의 시민지향성 개념을 구성하고 이에 대한 영향요인에 대해 실증분석을 하였다. 이론적 측면에서 시민지향성 개념을 동반자성, 적극성, 유연성이라는 세 가지 하위 개념으로 나누고, 이에 영향을 미치는 요인을 지역, 조직, 개인 요인으로 나누었다. 이러한 이론적 분석틀 하에서 47개 경찰서에서 근무하는 1,527명의 일선경찰관에 대한 표본을 중심으로 실증분석을 전개하였다. 분석결과 지역요인으로서 지역소득은 동반자성, 적극성, 유연성 모두에 대해 통계적으로 유의미한 정(+)의 영향을 일관되게 미쳤으나, 그 외 요인들은 영향의 유의미성 여부와 영향의 방향이 다양하게 나타나고 있다. 본 연구 결과는 일선경찰조직의 운영에 대한 정책적 시사점을 제시함은 물로 현재 도입을 추진중인 자치경찰제에 분배적 함의를 제공한다. This study aims to find what factors explain 'the Citizen Orientation of the Street Level Police(COS)' which is supposed to be desirable attitude and behavior of the street-level police officers in Korea. The constructs of COS consists of three sub-concepts: partnership, proactivity and flexibility. For quantitative research, forty-seven police stations were selected as target population, then questionnaires are distributed in proportion with the police strength. The quantitative analysis shows that the regional income factor has a significant and consistent influence on COS but other factors have a variety of influence. With these results, the study suggests some implications in terms of academic and practical aspects.
