지방정부 주도적 연구개발지원사업의 구조와 성과: Y 지방의 지역협력연구센터(RRC) 사례를 중심으로

Abstract

기술혁신과 경제성장의 인과관계가 강조되면서 연구개발 기반구조 및 기술 공유를 위한 지방정부의 연구개발(R&D)지원 사업이 급증하고 있다. 연구개발과 관련한 핵심적인 이슈는 어떻게 하면 연구개발 결과의 확산 및 파급(spillover)을 촉진시키고 그에 따른 사회후생을 증가시키는가에 있다. 동시에 어떻게 연구개발 주체에게 개발에 대한 동기부여를 강화하고 혁신을 위한 연구개발 행위를 증기시키느냐에 있다고 할 수 있다. R&D 투자가 지속적으로 증가하면서 투자의 효율성과 산학연계의 성과(performance), 산업기술정책과 지역정책, 산업정책의 연계 등에 대한 문제가 끊임없이 제기되고 있다. 그렇다면 과연 공동연구개발투자가 의도한 대로 효율적인 성과를 보여주는가? 공동연구개발의 효율성 판단을 위한 대안으로서 성과평가 시스템이 주로 사용되고 있다. 성과평가를 통해 R&D 지원센터의 문제를 진단하고 개선할 수 있으며, 기술경쟁력을 확보하고 지역경제를 활성화하려는 목적을 달성하기 위해 반드시 필요한 수단이라고 할 수 있다. 그럼에도 불구하고 성과평가시스템을 통한 연구개발의 효율성 확보가 애초에 기대했던 성과를 보여주지 못하고 있는 것 또한 지금의 현실이기도 하다. 본 연구에서는 이러한 성과평가의 한 방법으로서 현장평가를 통해, 공동연구개발의 성과에 영향을 주는 조건과 협력의 실제 상황을 지반정부 주도적 공동연구개발 사례를 중심으로 분석하였다. 공동연구개발사업의 실태와 문제점 등을 경험적으로 분석함으로써 공동연구개발의 효율성을 증대시킬 수 있는 정책적 제언을 도출하고자 하였다. 이러한 지역협력사업의 사례를 연구함으로써 보다 현장 지향적이며 체계적인 연구를 하고자 하였으며, 지방정부 주도형 산학협력사업의 실태와 대안을 제시할 수 있는 토대를 마련하고자 하였다. The project of research and development of local government has increased rapidly in recent years for the common technology and the infrastructure of R&D. The main issues on R&D lie in the diffusion of result and promotion of spillover with a social welfare. As well as, the stronger the motivation, the more quickly a main body of R&D will a performance of research and development for an innovation. If so, as expected can it be so efficient performance? The more an investment in R&D continuously, the more the questions at issue about an efficiency of investment, a performance of cooperation research, a connection an industry and technology policy and a regional policy. An alternative for a judgment by an efficiency and a performance of cooperation research introduced performance evaluation system. That method make a diagnosis of problem and improve in RRC. That policy mean accomplish a local government's purpose which make sure of the technological competitiveness and the projects to revitalize local economics. In spite of all advantages, the method was not fulfilled the original intention. This study raises one basic research question. Which of the factors had an effect on and determined the success of the R&D investment? The purpose of this study is to find the actual conditions of cooperation research and the cause of the project depression, focused on case study that is based on the results of a field evaluation of a Regional Research Center(RRC) in Y local government.
