실업자 직업훈련 사업의 분포적 효과: 분위수 회귀식을 사용한 분석

Abstract

실업자 직업훈련사업은 소득분포의 아래 부분에 위치하는 참여자들의 소득을 증가시켜 소득 불평등을 해소하는 것을 중요한 정책목적으로 할 뿐 아니라 가치재 (merit good)를 제공하는 사업이기 때문에 누가 이를 소비하여 누구에게 성과가 배분되었는가가 사업의 성공을 평가하는 기준으로서 사업의 총체적 성과보다도 중요한 의미를 갖는다. 본 연구는 통제변수에 조건부로 표본을 분류하여 분포적 효과를 추정하고 있다. Propensity score의 역수를 가중치로 하여 선택편의를 통제한 채 추정한 분위수 회귀식 분석 결과 실업자 직업훈련사업은 여성의 임금을 상승시키는데 유의미한 효과를 가지고 있는 것으로 분석되었으며 특히 여성의 임금상승 효과는 임금수준의 분포와는 상관없이 모든 계층에 골고루 나타나고 있는 점이 발견되었다. 또한 여성의 경우 실업자 직업훈련사업은 단기실직자에게는 실직기간의 단축효과를 장기실직자에게는 실직기간의 연장효과를 발생시키는 이질적 효과가 존재한다는 사실도 발견되었다. The distributional impacts of vocational training programs for the unemployed are more important that the simple mean impacts because these programs provide merit goods as well as they provide services to those who are located in the lower tail of income distribution. in this study, I attempt to estimate the distributional impact of a reemployment training program using quantile regression approach. I also use propensity score weighted least squares approach in order to control for potential selection effect often observed in reemployment training programs. findings of my study indicate that the program is effective in increasing the wage rate of the female unemployed. In addition, the increasing effect is found to be evenly distributed across all the quantiles of wage distributions. Also for female workers, the effect of the program is heterogenous between short-term and long-term unemployed, being reducing effect for the former and increasing effect for the latter.
