정부관료제 연구의 두 관점: 특성과 과제

Abstract

행정학 분야에 있어서 정부관료제에 관한 연구는 체계성과 정체성이 부족하다. 이는 정부관료제에 대한 보편적인 개념 정의가 없는 상태에서, 관련 연구들이 산만하게 분화되어 다양한 현상을 각기 다른 관점에서 다루고 상이한 진단과 처방을 내림으로써 구심점을 찾기 어렵기 때문이다. 정부관료제 연구의 이러한 비일관성은 이론의 혼란을 초래하는 데 그치지 않고, 행정개혁 실패의 원인이 되는 중 여러 현실적 부작용을 빚고 있다. 본 연구에서는 기존의 분화된 관련 연구들은 관리적 관점과 정치적 관점으로 대별하여 각 관점의 연구가 어떻게 시작되었고, 그 특징과 차이가 무엇이며, 그동안 어떻게 변화해 왔는지를 정리함으로써, 혼란스럽게 비쳐지는 정부관료제 연구의 학문적 정체성을 확인하고자 한다. 이와 함께 기존의 양분된 연구 관점이 상호 연계되어 보다 균형 잡힌 접근이 이루어 질 때, 정부관료제 연구의 이론적·현실적 타당성이 제고될 것이란 점을 지적한다. The existing studies on the public bureaucracy in the field of public administration are lacking in both consistency and identity. It is due to the fact that many studies have dealt with different phenomena without consensus on the definition of the public bureaucracy. This inconsistency is causing confusions in theory as well as various dysfunctions in reality including failures of administrative reforms. This study categorizes the studies of public bureaucracy into two perspectives(managerial and political), and shows how each of the two perspectives emerged, what their characteristics and differences are, and how they have changed. In this way this study tries to reduce the confusions surrounding studies of public bureaucracy and increase academic identity of the studies. In addition, this study emphasizes the importance of integrating the two perspectives in enhancing the theoretical and actual validity of the studies of public bureaucracy.
