지방자치단체의 환경민원의 특성과 해소방안 연구

Abstract

이 논문은 환경민원실태를 파악하고, 지역주민을 대상으로 환경민원에 대한 인식과 문제점을 도출하고 개선방안을 제시한 것이다. 환경민원은 해를 거듭할수록 증가하고 있고, 환경문제해결은 환경신문고제, 신고포상금제 등을 통해 적극적인 것으로 나타났다. 또한 설문조사분석에서는 정부의 환경 행정과 환경 문제해결에 대한 만족도는 높지 않으나, 환경문제에 대한 관심은 높고, 시민참여보장을 통해 환경민원은 해결되어야 한다고 보고 있다. 개선방안으로는 공무원과 전문가로 구성된 환경민원 전담 부서를 구성하여 적극대응, 환경신문고제 확대시행, 시민참여 유도 등으로 나타났다. The purpose of this study is to give understanding environmental civil petition reality and solving collective civil petitions in case of regional residents. Environmental civil petitions is increasingly as gradually, the resolution of environmental problem came out positively through the system of environmental statement, system of statement reward. In addition to, in the questionnaire method, the satisfaction to environmental administration and environmental problem solution is not high, but the concern of environmental problem is very high. Therefore, environmental civil petitions should be solved through permit of citizen participation, enlarging enforcement of the system of environmental statement, positive correspondence composing of environmental civil petition organization etc.
