민간위탁의 과정과 효과: 어느 중소도시의 사례

Abstract

이 논문은 김대중정부 시절 한 중소 지방정부에서 본격적으로 추진하였던 민간위탁사례를 분석하였다. 당시 A시는 하수도처리장, 상수도검침업무, 그리고 청소년수련관 등 세 가지의 민간위탁을 실행하였는데 시정부는 매우 독특한 행태를 보이고 있다. 그리고 열악한 시장조건과 미흡한 성과감독과 평가에도 불구하고 민간위탁의 효과는 대체로 긍정적이다. A시의 민간위탁에서 시정부의 일차적 관심은 예산절감이나 경영혁신 같은 행정의 효율성 제고가 아니라 외형적인 정부규모의 감축과 이직 공무원들의 기득권 보장이었다. 결과적으로 위탁계약은 공개입찰이 되질 못했고 경쟁의 원리나 개방성 투명성이 전혀 확보되지 못한 상태에서 체결되었고 시정부의 지속적 감시감독도 업이 진행되고 있다. 그럼에도 불구하고 A시가 추진한 민간위탁은 모두 경제적 효과나 서비스의 질이라는 측면에서 긍정적이라고 할 수 있다. This is a case study of the contracting-outs of public services at a medium size local government in Korea. During the Kim Daejung administration, A city undertook three contracting-outs of government functions such as sewage facility, upper water gage, and youngman training center to private firms. Despite of unfavorable market condition and poor monitoring and evaluation by the city government, the end-result of all the contracting-out seems to be positive. The main objective of the contracting- out was to ensure the vested interest of concerned government employees. Consequently, the contracting-outs were not open to the public, the principles of open competition and transparency were not observed, and the monitoring by the city government was absent. Nevertheless, the contracting-outs have been fruitful. They all have some positive effects on budgetcut and public service quality
