dc.description.abstractThe major purpose of this paper is to suggest a proposal for successful implementation of performance assessment in primary and secondary schools. This proposal is developed with focusing on the quality control of methods and instruments for performance assessment. This paper, at first, proposes four criteria for selecting or for developing methods and instruments for performance assessment. The first criterion is properness for the intrinsic purposes of performance assessment. The others are validity, 'reliability, and usability of methods and instruments. In addition, this paper proposes a systematic procedure for developing methods and instruments for performance assessment in order to improve or to guarantee their quality. The procedure includes seven steps as follows: Step 1: Define the purpose of performance assessment. Step 2: Define the contents to be assessed. Step 3: Design the assessment methods. Step 4: Develop the assessment items. Step 5: Construct exemplary answers and scoring rubrics. Step 6: Describe matters to be attended to implement. Step 7: Review reflectively and revise the previous steps. Since the successful implementation of performance assessment is a quite critical matter for developing primary and secondary school education, the quality of its methods and instruments should be continually improved and be guaranteed.-
