북유럽에서의 교육평가와 선발: 한국교육에의 시사점

Abstract

이 글에서는 교육과 선발이 독립적으로 운영되는 북유럽 교육평가의 특징을 스웨덴

과 핀란드의 사례를 중심으로 살펴보고, 그 시사점을 논의하고 있다. 한국의 평가 및

선발방식과 비교할 때 스웨덴과 핀란드의 사례는 절대성취기준을 적용하고 있어 상급

학교 진학이나 변별보다는 학생 개개인이 학업성취목표에 도달하도록 하는 것을 중요

하게 여기고 있다. 우리 교육을 정상화하기 위해서는 선발이 교육을 압도하는 양상을

근본적으로 개선하지 않으면 안 될 것이다. 사회적 선발(대학입학 및 노동시장진입)의

각종 준거들은 학생의 전인적 발달을 유도하고 다양한 능력을 종합적으로 판단하는

방향에서 설정되어야 할 것이다.

This paper looks into the Swedish and Finnish practices in educational evaluation

and discusses the implications with regard to the Korean educational system.

Educational evaluation in Korea differs from the Nordic context in that most tests

are norm-referenced and are geared toward the admissions criteria of the higher

educational institutes. The high-stake exams in Korea have been considered the

sources of educational problems which lead to a vicious circle in education. In the

Swedish and Finnish cases, teachers practice higher degree of freedom or autonomy

in their classroom teaching and student evaluation (than their Korean counterparts).

Schooling in these countries focuses more on having the students reach the

achievement standards than ranking them to meet the selection criteria of the

universities (or the workplace).
