dc.description.abstract | 한반도의 냉전구조를 해체하고 평화체제로 진입하기 위해 남북한은 ① 교류·협력을
강화하여 정치·경제공동체를 건설하며, ② 군비통제를 통해 군사적 긴장을 완화하고 상 호 적대감을 해소하며, ③ 정전협정을 평화협정으로 전환하고, ④ 남북을 중심으로 한 4 강과의 교차승인을 실현하며, ⑤ 북한의 대량살상무기 개발 포기로 한반도 문제의 국제 화를 차단해야 한다. 북한의 핵개발을 포함한 대량살상무기 개발 문제와 남북간 군비통제를 통한 군사적 긴장완화 문제가 우선적으로 해결되어 남북관계의 돌파구가 열릴 때, 이를 바탕으로 남 북간 교류·협력과 북한의 대 미/일 수교가 성사될 것이다. 그러나 5대 과제에 대한 해결 의 실마리는 북한에 실용주의를 추구하는 이성적 지도부가 들어서고, 북한 사회가 민주화 되어 이를 뒷받침할 때 비로소 풀릴 수 있을 것이다. .비핵·개방·3000. 정책은 지난 3년간의 추진에도 불구하고 이제까지 북한으로부 터 비핵화와 관련하여 어떠한 양보도 받아 내지 못했을 뿐만 아니라, 오히려 남북관계의 악화만 초래하여 북한의 개혁·개방도 끌어내지 못하고 있다는 평가를 받고 있다. 따라서 남북문제이면서 동시에 국제문제라는 한반도 문제의 특수성과 북한 핵문제의 복잡한 성격을 고려할 때 이제부터라도 국제사회와의 역할분담을 통해 비핵과 개방을 분리하여 two track으로 유연하게 접근할 필요성이 있을 것이다. 즉 냉전구조 해체 과제 중 북한의 비핵화 문제는 국제사회(6자회담)를 주축으로 다루고, 남북간 경제 공동체/긴장완화는 한국정부의 주도로 추진될 수 있을 것이다. 북한이 천안함 폭침 및 연평도 포격에 대해 진정성을 보이며 사과하고 재발 방지를 약속할 경우 남북간 대화를 재개하고 경제협력과 교류를 강화해야 할 것이다. 현재 국제적 압력하에 고립상태인 북한은 돌파구를 모색하고 있는 중이며, 이 선택에 동조할 가능성이 비교적 높다고 볼 수 있다. 이 과정에서 한국정부는 북한사회의 개혁 개방과 민주화에 초점을 맞추는 전략을 구사할 필요가 있을 것이다. 대신 국제사회는 지속적으로 북한을 압박하 고, 핵무기를 보유할 경우 제재로 인해 엄청난 고통이 따른다는 점을 절감하도록 해야 할 것이다. 이런 맥락에서 평화체제 구축 관련 과제는 중장기적 시각에서 접근해야 할 사안이다. There are five tasks remaining for the two Koreas in order to dismantle the Cold War structure and builda peace regime on the Korean peninsula: ① to establish a political and economic community through strengthening inter-Korean exchange and cooperation, ② to release and suspend mutual hostilities and to reduce military tension between North and South Koreas through arms control and disarmament ③ to transform the armistice agreement into a peace treaty between the two Koreas; ④ to realize the cross recognition of both Korean by the four big powers surrounding the peninsula ⑤ th stop the Korean affairs from getting globalized through North Koreas abandonment of the WMD development. Until today, no progress has been made in the peace process on the peninsula. In order to make a breakthrough in the process of dismantling the Cold War structure and establishing a peace regime on the peninsula, the problems of North Koreas WMD development including nuclear weapons program as well as the military tension must be solved above all. Based on these matters, the progress in the fields of exchange and cooperation between North and South Koreas could be made, and the political normalization of the North Korean government with the U.S. and Japan could follow. However, the solution to these five problems depends upon the will of the political leadership in Pyongyang. In this sense, a clue to these tasks would be found, when the communist political leadership in Pyongyang is replaced with a leadership with reasonable thinking and a pragmatic attitude in the decision-making process. And the North Korean society will be democratized. Since 2008 after the start of f the Lee Myungbak administration, the 줔enuclearization/opening door-/3000 Policy?toward the North has been carried out. However, the Policy failed to get any concession from the North regarding its nuclear program or to open up and reform the country it has even deteriorated the inter-Korean relationship. Against the backdrop of the fact that the Korean affairs are characterized as inter-Korean as well as international and that North Korea갽s nuclear program is complicated and multi-faceted, it may be desired to distinguish the two concepts of denuclearization and opening door policy and to handle the issues separately, on the two track, by sharing the role between South Korea and the international community: the South Korean government will concentrate on opening the North to democratize through all means, including exchanges and cooperation, while the international community will concentrate on dealing with the denuclearization process at 6 party talks. It is desirable for the South Korean government to resume dialogues, exchanges and cooperation with North in economic and social fields, on the assumption that the North will apologize for having sunk the Chunan-warship and for having shelled Younpyung-Islandand promise not to repeat such military provocations toward the South in the future. | - |
