이명박 정부의 조직개편에 대한 공무원 인식: 통합부처 소속 공무원을 중심으로

Abstract

한국에서는 정부수립 이후 이제까지 50여 차례의 크고 작은 정부조직개편이 있었으나, 그 실제 성과나 부작용을 진단한 연구는 아직 많지 않다. 과거 조직개편의 결과에 대한 심도 있는 분석과 평가가 없는 상태에서 그 동안 정부조직개편이 줄곧 되풀이되어 온 것이다. 본 연구는 실증조사를 통해 2008년 이명박 정부가 단행한 조직개편의 실효성과 부작용을 진단한다. 실증조사는 2008년 조직개편으로 통합된 부처들 가운데 5개 부처(기획재정부, 교육과학기술부, 행정안전부, 지식경제부, 국토해양부) 소속 공무원 461명을 대상으로 설문조사를 실시하는 방식으로 이루어졌다. 본 연구의 조사결과는 통합조직들이 소기의 성과를 거두지 못하는 반면 상당한 부작용을 초래하고 있음을 보여준다. Although there have been about 50 executive reorganizations since the founding of the Republic of Korean in 1945, few studies have investigated the real impact of the reorganizations. As a result, new eorganizations have been repeatedly pursued without systematic analysis or evaluation of the results of previous reorganizations. This study examines the effects and problems with the 2008 executive reorganization by Lee Myongbak's government on the basis of an empirical survey. The survey was conducted on 461 civil servants in five large ministries which were newly established in the 2008 reorganization by combining two or more existing ministries. The survey results show that the new ministries are not making much progress toward the expected consequences while they bring about some serious side effects.
