국가전략 연구를 위한 공공부문 조직 설계

Abstract

미래의 기회와 위기에 대응하는 국가전략을 수립하기 위해 장기적이고 종합적인 관점에서 미래를 예측하고 다양한 전략적 대안들을 탐색하는 국가전략 연구가 필수적이다. 국가전략 연구조직을 운용하고 있는 주요 국가의 사례를 비교·분석한 결과 단기적 성과를 추구하는 관료제 조직으로부터의 독립성, 다앙한 내·외부 전문가를 적극적으로 활용하는 전문성, 정권변화 등 외부환경 변화에 영향을 받지 않는 시계의 장기성이 국가전략 연구조직의 핵심 요소에 해당한다. 이를 바탕으로 이 논문은 한국 국가전략 연구조직의 대안으로 국가기관 형태인 '국가전략연구원', 정부출연기관 형태인 '미래전략연구원' 설립을 제시한다. 실현가능성이 가장 높은 경제·인문사회연구회 소관 '미래전략연구원' 신설 대안은 소망성이 낮은 것으로 평가된다. 따라서 정부와 국회의 충분한 의견조정을 전제로 국회 소속 '국가전략연구원' 신설을 중·장기 최적 대안으로 제안한다. 만약 정부의 반대가 심할 경우 대통령 소속 '국가전략연구원' 신설이 차선책이다. The purpose of this paper is to design a research institution for national future strategies. The institution can make national future strategies smarter and reduce the inefficiency caused by policy confusion. Different Korean and foreign future strategy centers and organizations are compared with each other to seek alternatives for research institutions. As a result, this paper proposes four alternatives: a National Strategy Research Institute (NSRI) under the president, a NSRI under the National Assembly, a Future Strategy Research Institute (FSRI) affiliated with the president, and an FSRI affiliated with the National Research Council for Economics, Humanities and Social Sciences (NRCS) under the prime minister. Each alternative should be evaluated by applying the criteria of desirability and feasibility for setting order and selecting optimal alternatives. Among the four alternatives, establishing an FSRI affiliated with the NRCS has the highest feasibility but lower desirability. Establishing an NSRI under the National Assembly is the long-term optimal alternative if the government and national assembly can have enough discussion. Establishing an NSRI under the president can be reserved as second best in the si tuation where the government strongly opposes the previous alternative.
