지방재정 운영과 지방선거: 상반된 주장에 대한 새로운 증거

Abstract

지방자치단체의 재정 운영 성과가 현직 대표자의 득표에 미치는 영향에 대해서는 상반된 연구 결과가 존재한다. 본 연구는 이와 같은 상반된 연구 결과를 설명할 수 있는 모형을 개발하고 추정하고자 하였다. 그 결과, 정치적 경쟁 정도는 재정 점수가 득표율에 영향을 미치는 정도를 조절하는 변수로서 역할을 하고 있는 것으로 나타났다. 즉 정치적 경쟁이 약한 곳에서는 재정 분석 점수가 득표율에 음의 영향을 미치는 반면, 정치적 경쟁이 치열할 곳에서는 재정 분석 점수가 득표율을 증가시키게 된다는 것을 발견하였다. 이와 같은 연구 결과는 상반되는 기존의 연구들을 통합하여 설명할 수 있다는 장점을 가진다. Previous studies have shown contrasting results when investigating the effects of the fiscal performance of local governments on local elections. This paper intends to develop an empirical model that can be used to explain these contrasting results. Estimations of the new model reveal that political competition plays the role of a moderating variable. Better fiscal performance enhances the number of votes for incumbents when they face severe political competition. In contrast, good fiscal conditions lower the number of votes for incumbents when the political competition is weak. Therefore, the contrasting results of the previous studies can be integrated into the newly developed model.
