지식관리 기반환경 조성을 위한 연구: 지방정부를 중심으로

Abstract

우리나라 정부조직 지식관리제도의 운영은 2000년 기획예산처의 지식관리시스템 구축을 시작으로 거의 10여년의 시간이 흘렀다. 현재 중앙정부 및 대부분의 지방정부들은 지식관리시스템 및 지식관리제도를 운영하고 있으나 정부부문에 대한 지식관리에 대한 평가는 회의적인 편이다. 특히 지방정부의 경우 중앙부처에 비해 지식관리에 대해 저조한 평가를 받고 있으며, 지식관리 기반환경에 대해 검토 필요성이 제기된다. 본 연구에서는 질적연구방법을 사용하여 표준화된 설문조사만을 통해서는 밝혀내기 어려운 지방정부의 지식관리 기반환경의 현실을 분석하고 있다. 분석 결과 지방정부의 지식기반환경은 다소 미흡한 수준이었으며, 이에 대한 정책적 대안을 제시하고 있다. Ten years have passed since the construction of the knowledge management system by the Korea`s Ministry of Planning in 2000 and the beginning of the operation of knowledge management systems in Korean governmental organizations. Most of the central government and local governments operate the knowledge management system but assessments of it in the public sector are skeptical. Local governments, in particular, have a poor reputation for knowledge management. This study analyzes, through a qualitative approach of in-depth interviews, the knowledge management environment for the employees of local government organizations. The results show that the knowledge management environment of local governments is substantially poor. Lessons and implications of this study for management leadership are presented.
