지방정부 통합의 효율성, 민주성, 그리고 정치성

Abstract

지방정부 통합은 효율성과 민주성이라는 이념을 지향한다. 하지만 실제 개편에서는 이념적 지향 못지않게 개인적 집단적 이익 추구라는 정치성이 개입한다. 이 논문은 지방정부 통합 논의에서 효율성과 민주성이라는 가치에 대한 다른 해석과 통합 추진의 정치성을 이론적으로 고찰한다. 그리고 선진 몇 개 나라와 우리나라의 통합 과정에서 나타나는 효율성, 민주성, 그리고 정치성의 문제를 분석한 후 우리나라의 지방행정체제개편의 지향성에 대해 고찰한다. The purpose of local government amalgamation (LGA) is often regarded as achieving efficiency and democracy in providing local services. However, politics can not be ignored as a motive for amalgamation. This paper reviews the different connotations of efficiency and democracy in LGA debates and the politics of LGAs. This paper then analyzes the pursuit of efficiency and democracy as well as the influence of politics in recent LGAs in several countries, including Korea. Based on the analysis, this paper evaluates the directions for the current LGA reforms in Korea.
