청와대 홈페이지 이용 상의 선택적 노출에 관한 연구

Abstract

클릭스트림 데이터를 이용하여 청와대 웹사이트에 대한 실제 이용도를 분석한 결과 개인들의 대통령에 대한 신뢰도와 정치적 관심이 유의미한 영향을 미침을 확인하였다. 즉, 대통령에 대한 신뢰가 높을수록 청와대 홈페이지를 방문할 확률이 높고, 또 방문일수와 페이지 뷰로 측정한 이 용도 역시 증가하는 것으로 나타났는바 이는 전통적 정보선택이론(selective exposure theory)을 지지하는 결과이다. 한편 정치적 관심도와 지지정당 간의 상호작용을 고려한 결과 정치적 관심 증가에 따른 청와 대 웹사이트 이용 증가율이 反한나라당 계열 지지자, 親한나라당 계열 지지자, 무당파의 순임을 확인할 수 있었다. 이처럼 야당 성향일수록 여당 성향이나 무당파보다 정치적 관심 증가에 따른 청와대 홈페이지 이용 증가율이 큰 것은 자신들의 태도나 신념에 반대되는 정보가 갖는 효용성 (utility)에 기인한다고 볼 수 있다. 즉, 정치적 관심이 높은 야당 성향일수록 청와대 웹사이트 를 상대적으로 많이 이용하는 경향이 나타난 것은 자신이 반대하는 정권의 입장과 활동에 대한 정보를 얻어 이를 비판 내지 공박하는 자료로 활용하기 때문이라는 선행연구들의 결과와 일맥 상통한다고 볼 수 있다. 그밖에 본인을 제외한 청와대 홈페이지 방문가족수가 증가할수록 본인의 청와대 홈페이지 이 용도가 유의미하게 증가하는 것으로 나타났는바 이는 일종의 가족 내 지식 확산에 기인한다고 보여 진다. 본 연구는 청와대 웹사이트 이용에 있어 기본적으로 정치적 선택성이 지지되지만, 정치적 반 대 입장에 대한 기피로 인한 정치적 양극화(polarization)에 대한 우려는 그리 크지 않음을 암 시하고 있다. This paper focuses on partisan selective exposure in Blue House Website Usage, which deserves attention because partisan selective exposure in the usage of e-government websites can impede deliberative democracy. For the purposes of the paper, the clickstream data of Nielsen KoreanClick panels were employed to trace accesses to and usage volumes of the Blue House Website in 2010, and data were also gathered from Nielsen KoreanClick, which did a web-based survey in 2011, Survey on the Behavior of Internet Users in the Public Sector, using its own personnel panels. The empirical analysis indicates two findings. First, personal trust in the president and political interest has a significant influence on website usage. That is to say, people with higher trust in the president are more likely to visit the website and this is the same as the analysis of usage measured by the number of daily visits and by the number of page views. Second, considering interactions between political interest and party support, the rates of increase in website usage as political interest increases are in this order: opponents to the governing party, supporters of the governing party, and supporters of no party. This has something to do with the prior studies that mentioned that opponents of the governing party tried to use e-government information to criticize the government and the governing party. This study implies that, although there is selective exposure to website usage, the concern about the political polarization is not too serious.
