인도네시아 북 술라웨시 이주지역 소상인들의 이탈적 교역활동

Abstract

본 논문은 인도네시아 북 술라웨시(North Sulawesi) 지역의 이까랏(Ikarad)이라는 이주(transmigrasi) 지역에 대한 현지조사(1999년 6월 -2000년 7월)를 바탕으로 작성되었다. 본 논문은 이까랏에 거주하는 띠보(tibo)라고 불리는 소상인들의 교역활동에 초점을 맞춘다.

이까랏 띠보들의 소상인 활동은 크게 두 가지의 주요한 특정을 지니고 있다. 첫째는 이들의 소상인활동이 일차적 농업활동에 전념하도록 유도하는 지방 정부의 이주 정책에서 이탈(離脫)된 경제활동이라는 점이다. 둘째는 이들은 그들의 새로운 거주지 이까랏이 행정구역상 속해있는 볼랑 몽온도우(Bolaang Mongondow) 지역에서 이탈하여 그들의 출신지역인 미나하사(Minahasa) 지역의 토모혼(Tomohon)에서 주로 소상인활동을 한다는 점이다. 이러한 두 가지 측면에서 본 저자는 이까랏 띠보들의 소상인 활동올 '이탈적 교역활동이라고 부르고자 한다. 본 논문은 이러한 띠보들의 이탈적 소상인 활동을 인류학적으로 고찰하고 이탈적 소상인활동에 대한 원인을 단계적으로 규명해 나간다. 이러한 측면에서 띠보들의 이탈적 소상인활동을 원인(原因: cause)'과 징후(徵候: symptom)의 개념을 차용하여 두 가지 단계, 즉 일차적 원인/징후와 이차적 원인/징후로 나누어 살펴보기로 한다. 다시 말해서, 이까랏 띠보 들이 소상인 활동에 참여하게 된 근본적인 원인과 띠보들의 지리적인 이탈적 소상인활동의 원인을 단계적으로 나누어 살펴보고자 한다.

본 논문은 우선 인도네시아와 북 술라웨시 이주 정책의 일반적인 상황을 살펴본 다음 이까랏에 대하여 개괄적으로 소개한다. 그리고 이어서, 이주민들이 이까랏으로 이주하게 된 사회 • 경제적인 배경과 정착과정에서 겪게 되는 이주민들의 사회 • 경제적인 어려움들을 서술한다. 이주 배경과 정착과정상의 어려움들을 살펴본 다음, 띠보들의 구체적인 사례들과 지리적인 이탈적 소상인활동의 요인들을 살펴본다. 마지막으로, 띠보 들의 이탈적 소상인활동을 일차적 • 이차적 원인/징후의 개념을 통하여 다시 한번 정리하고, 이까랏 사례를 통하여 이주정책에 대한 신중한 재평가를 제안한다.

This article is based on a part of one-year field research in a resettlement site called 'Ikarad in Bolaang Mongondow, North Sulawesi, Indonesia. It is concerned primarily with female traders [tibo] in Ikarad, who prefer trading between Ikarad and the far-way home land 'Minahasa', where they originated, to selling their agricultural products in the province of Bolaang Mondondow where they are officially situated. This article will examine causes of 'broken-away' trends in the trading activities of the female traders in Ikarad. 1bis examination will be used as the 'litmus test' for the success or otherwise of the resettlement scheme.

This article is composed of five main sections. In the first section, I will attempt to build up a general understanding of resettlement programmes and then the landscape of the research site 'Ikarad. In the second section, I will briefly explore the general issues of migration in social sciences. Then, I will proceed to say something about the various motives of the resettlers in lkarad for choosing the resettlement programme. In the third section, I will reveal the fragmented hopes of the resettlers due to the lack of understanding of socio-cultural mechanisms in implementing and administering resettlement projects. In the fourth section, I will describe the 'broken-away' trading activities of petty traders[tibo] in detail. In the final section, by using the concepts of primary and secondary 'cause' and 'symptom' I will review the yawning gaps between the vision of local government towards the resettlement programme and the life-experiences of the resettlers and petty traders. I then suggest the need to evaluate carefully the side-effects generated by the resettlement programme before the local government embarks on the planning and implementation of other such schemes.
