산업중심 국토개발 정책에 대한 비판적 논의: 광역경제권개발과 경제자유구역사업을 중심으로

Abstract

IMF 경제위기 극복과정에서 채택된 산업중심 국토개발 정책은 정책환경의 변화와 집행과정에서 노정된 비효율성 등으로 재검토될 필요가 있다. 따라서 본 연구에서는 현재 추진되고 있는 대표적인 산업 중심 국토개발 정책인 광역경제권래발사업과 경제자유구역사업을 중심으로 산업중심 국토개발 정책을 비판적으로 분석한다. 연구자는 정책추진 이후의 취업자 수 변화와 GRDP 변화 등에 근거하여, 현재의 산업중심 국토개발 정책이 지역 간 불균형 개발 문제 해소에 한계를 보이고 있음을 보여 주고, 거주 환경의 질에 대한 관심의 증대와 같은 국민의식수준의 변화와 맞물려 그 효율성이 점차 떨어지고 있다고 주장한다. 이러한 근거를 바탕으로, 연구자는 변화하는 패러다임에 맞는 정주환경 개선 중심, 도시권 중심, 도시 재생 사업 중심의 정책변화가 필요하고, 중복 지원과 비효율을 극복하기 위해 전문성에 따른 국토개발의 역할 분담과 정책추진체계의 개편이 필요하다고 제안한다.

This study investigates two representative industry-oriented land development projects, the Provincial Economic Zone Development Project and the Free Economic Zone Project. Industry-oriented land development policy has been adopted since the 1997 Asian crisis to improve the economic development of Korea. The study shows that these industry-oriented land development project have limitations in relieving unbalanced development across regions and in achieving the goal of attracting foreign investments. The efficiency of the projects is also argued as declining due to increased interest by residents in environment and quality of life. The study suggesre modifying land development policy based on the evidence above to focus on quality of life, urban areas, and revitalization of old cities of old cities following changes in demand and policy environment.
