유연성의 정치: 베네수엘라 여성운동의 전략

Abstract

이 논문의 목적은 베네수엘라 여성운동이 자신들의 요구를 관철시키기 위해 여성투표권 획득에서부터 볼리바르 헌법 수립까지 어떠한 전략과 연대를 모색해 왔는지를 파악하는데 있다. 베네수엘라 젠더정치는 쿠바, 중국, 니카라과와 같이 혁명을 경험한 국가들에서 혁명이후 여성들의 이익과 권리를 광범위한 국가재건 프로그램 속에 포함시키고자 국가가 여성단체를 만든 것과는 다른 맥락에 있다.

베네수엘라는 우고 차베스 대통령의 등장과베네수엘라 볼리바르 공화국 헌법, 그리고21세기형 사회주의 건설을 기치로 내건 급진적인 사회경제정책들로서 많은 관심의 대상이었다. 특히 이 헌법에서 비 성차별적 언어를 사용한 것과 가사노동의 경제적 가치를 인정한 것 등은 여성의 입장에서 볼 때 매우 획기적인 것으로 인식되었다. 이 헌법의 수립은 차베스 정부의 작품이라기보다는 오랜 베네수엘라 여성운동의 결과로 이루어 진 것이다. 또한 이러한 베네수엘라 여성운동의 성과는 비교적 오랜 여성운동의 역사 속에서 경험적으로 학습된 합리성에 기초한 유연한 전략적 선택의 결과였다.

The aim of this article is to describe historically the strategies of the

movement of Venezuelan women to obtain the demands of gender equity. The

gender politics in Venezuela is different from those of the countries as Cuba,

Nicaragua or China where they have experienced the revolution and have

established state institutions focused on women to include womens interests

and demands under the wide project for the national reconstruction. In these

countries the womens demands were considered to be secondary topics

comparing with more important topics as development and national integration.

Venezuela continues being a pole of attention for the appearance of the

president Hugo Chávez, for the adoption of the Constitution of the Bolivarian

Republic of Venezuela, and for the banner of the socialism of the 21st century.

This new constitution was considered to be very innovative using non-sexist

language and recognizing the economic value of domestic labor from the view

of women. But these are results of the effort of Venezuelan womens movement.

And those are acquired by the strategies of coalition of flexibility based on the

rationality learned by the experiments from the history of Venezuelan womens

movement.
