알버트 허쉬만(Albert Hirschman)을 통해 본 공공성의 작동원리: 경쟁, 참여, 이익 개념의 재해석을 중심으로

Abstract

국가의 중추적 역할을 담당하는 행정과 행정을 철학적이며 실천적으로 담보하는 공공성은 시기를 불문하고 불가분의 관계이다. 그간 공공성 추구에 관한 저간의 행정학 논의를 보면, 한 편으로는 정부와 시장 간의 이분법적 경향성을, 다른 한 편으로는 정부-시장-시민사회 간의 절충주의 경향성을 드러내고 있다. 그 결과 행정학은 정체성 위기를 겪었을 뿐 아니라 공공성이 현장에서 실제로 작동하는 방식에 대하여 정치(精緻)한 처방책을 내놓지 못하였다. 이 글의 목적은 공공성 논의의 핵심인 경쟁과 참여, 그리고 양자를 매개하는 이익이라는 세 개념을 Albert Hirschman의 1970년대 이후 주요 저작에 기대어 새롭게 해석함으로써 한국적 상황에서 논의되고 있는 공공성 논의의 적실성(適實性)을 높이는 것이다. 시장적 성격의 경쟁, 민주적 성격의 참여를 이익이라는 제 3의 개념을 사용하여 새로운 시각에서 접근함으로써 공익과 사익간의 조화를 통한 공공성 작동 방식의 새로운 해석 가능성을 타진한다.

This paper aims to enrich currently undergoing debates on the public in the field of public administration by creatively applying Albert Hirschmans main ideas on competition, participation, and interest. Thus far, debate on the topic has been focused on a convenient compromise between markets and governments that fails to convey how the public actually works. By introducing and applying the idea of interest creatively, a la Hirschman, it is possible to overcome the difficulties of dealing with the topic.
