정책: 존재론적 해명

Abstract

정책이 발생하고 작동할 수 있게 되는 가장 근원적인 요인, 소위 처음요인(the first cause)은 무엇이며, 이에 기초하여 정책을 수립한다는 것은 도대체 무엇을 하는 것인가? 정책연구자들은 정책을 주된 서술의 대상으로 삼아 정책이 어떠하다는 것을 서술함으로써 정책현상에 관하여 과학적인 지식을 얻기를 원한다. 하지만 정책이라고 지칭할 때, 도대체 그런 것이 무엇에 근거하여 어떻게 있을 수 있게 되는지를 처음요인까지 거슬러 올라가서 돌이켜 묻는 경우는 드물다. 정책의 존재론적 독특성을 충분히 규명하지 않은 상황에서 정책을 수단으로 삼기를 원한다. 하지만 정책은 분명 자연의 대상들처럼 있지는 않다. 정책이 존재할 수 있게 되는 처음요인에 기초하여 정책을 설명하면, 정책은 사회구성원들의 인식에 의지하여 발생하고 작동하는 사회적 실재(social realities)다. 제도철학자들의 연구에 의하면, 사회적 실재들은 관련당사자들의 인식이 대상 현상의 존재를 가능하게 하는 자기참조성 의 원리에 의하여 창조된다. 자기참조적인 창조를 가능하게 하는 처음요인은 인간이 가지고 있는 지향적인 인식의 능력, 지향적인 지위기능부여의 능력이다. 이런 의식의 능력에 기초하여 언어와 언어행위를 수립할 수 있고, 언어와 언어행위에 기초하여 약속과 계약을 수립할 수 있고, 이러한 능력에 기초하여 기업조직을 창조하고, 자치공동체를 창조하듯이 정책을 수립할 수도 있다. 이러한 존재론적 독특성으로 인하여 정책이 무엇이 될 것인지는 정책 자체에 의하여 결코 결정되지 않는다. 정책이 무엇이 될 것인지는 정책에 대하여 의미를 부여하고 수단적인 역할을 부여하는 사람들의 의도에 의하여 결정된다. 정책에 대한 사람들의 인식과 정책의 생성 및 진화는 뗄 수 없는 관계로 결합되어 있는 것도 이런 이유 때문이다. 정책이 정치적인 목적으로, 이익집단정치의 결과로서, 이념적인 수단으로서, 독재와 수탈의 수단으로 이용될 수 있었던 이유도 자기참조적으로 수립되어 작동하는 존재론적 독특성의 결과다. 정책이 어떤 목적으로 이용되든 모든 정책의 처음요인은 정책을 창조하고 이용하는 사람들의 생각에 있다는 점을 이 연구는 분명하게 보여주고 있다. 이러한 존재론적 독특성으로 인하여 정책은 인간이 가지고 있는 인지능력상의 오류와 한계에 그대로 노출될 수밖에 없게 된다.

What is the 'first cause' that brings a policy into existence? What is being performed when a policy is built from this 'first cause'? Policy researchers want to acquire knowledge of policies by describing policies themselves or the factors that affect policy and policy procedures. They hardly ever ask about the 'first cause' however. Policy is expected to be an instrument without fully understanding the ontological character of a policy. For sure, policy is not a natural object and does not just exist. Policy is a complex and vulnerable creature from the 'first cause.' Policy is a social reality that comes to be through human consciousness and human interactions. According to philosophers of phenomenology and institutional philosophy, the 'first cause' of a social institution is the capacity of the human mind that can give life and function to meaningless objects and symbols. Social realities are ontologically unique in that they are created by the principle of self-reference. It is the capacity of the human mind to create an institution by imposing functions on objects and people where the objects and the people cannot perform the function solely in virtue of their physical structure. Language, contracts, organizations, and policies come to exist and operate as social institutions from this capacity and through human interaction. Ontologically, it is not the policy itself that determines how the policy works and what it comes to be. It is human intention that determines what kind of instrument a policy will become. People are the 'first cause' and present an ever-present operational foundation for policy. Policy is inevitably exposed to diverse errors of human thinking as a result of ontological uniqueness.
